7:30 PM: Joshua Devlin called the meeting to order.
MINUTES: John Luce made a motion to accept the minutes of April 2, 2018 as amended. Jared Fitts seconded. Four voted in favor.
NEW BUSINESS:
Sterling Hall Merit Badge: Lloyd Hall introduced himself and his family to the Board, and said his son Sterling is working on a Boy Scout merit badge. Sterling explained that part of the requirements for his badge include attending a school, county or municipal board meeting.
Public Hearing for Recycler’s Permit: The Town Manager explained that after further research he learned that Ronald Jarvis III does not need to renew his automobile recycler’s permit yet. However, Lance Huntley has since applied for one and Kevin asked if Selectmen would schedule his hearing for May 14th. Josh Devlin made a motion to schedule a public hearing for Lance Huntley’s application for an automobile recycler’s permit. John Luce seconded. Four voted in favor.
TOWN MGR/TAX COLLECTOR/CODE ENF OFFICER/RD COMM. REPORT:
- Kevin Howell let the Board know Thomas Benecke got a new job during the winter and is not coming back to work for us. Kevin said he advertised the position, received several applications, and hired Sumner Sewall for the position.
- The Town Manager stated he is going to have two test holes dug under the Five Road railroad bridge on Wednesday.
- Kevin said he is done surveying the roads in town. After lots of discussions about various options for treating the gravel roads, he believes the best application would be to grade existing surface then add a surface lift of fresh gravel followed by a finish grade.
There was discussion regarding possible road projects, including ditching on the upper Five Road. Kevin said the ditching on that section of road is in the worst condition of all the roads in town, and provided estimates from R&R Lumber Co and Gardner Construction. Jared Fitts made a motion to have R&R Lumber Co do the ditching on upper Five Road. John Luce seconded. Four voted in favor.
- There was discussion regarding potential paving projects around town. After discussion, it was decided Kevin would work on specs for bid packages.
- There was discussion about the condition of Route 69. Kevin said he has received many complaints about it, and has spoken with representatives of D.O.T. to see if the State has any plans to pave it. Kevin was told they intend to do a 5/8” overlay in the year 2020. Because it is a State Aid road, we could go with a municipal initiative, which would mean the town would pay 50% of the cost for paving, which is not in our budget.
- Kevin Howell stated that after cleaning up his junkyard three years ago, Steve Dunham is in violation of the junkyard ordinance again, and it is now worse than before. After discussion of the options for handling it, John Luce made a motion to pursue enforcement action. Doug Small seconded. Three voted in favor. Jared Fitts abstained.
- Kevin said he is in the final stages of obtaining a pole attachment agreement with Central Maine Power Co, which will allow us to attach speed detection signs, flags and banners with certain restrictions.
- The Town Manager gave the Treasurer’s Report as of April 30, 2018.
NEW BUSINESS:
RSU 87 School Board of Directors Vacancy: The Town Manager stated Allison Simpson resigned her position on the school board, effective April 12, 2018. Kevin said when there is a vacancy on the school board, it is up to the municipal officers to fill the vacancy. The Board discussed some options and the Town Manager stated he would follow up and bring it up again at the next meeting.
Municipal Quitclaim Deeds: Kevin explained that once a property becomes tax-acquired, no liens get discharged because a discharge does not give ownership. If the Board wishes to sell the property even to the previous owner, it must be done with a quitclaim deed. Kevin presented the Board with two quitclaim deeds requested by an attorney. Doug Small made a motion to sign the two quitclaim deeds. Jared Fitts seconded. Four voted in favor.
WARRANT: John Luce made a motion to accept the payroll warrant of April 9, 2018 in the amount of $4,248.79. Jared Fitts seconded. Four voted in favor.
WARRANT: John Luce made a motion to accept the accounts payable warrant of April 9, 2018 in the amount of $154,659.46. Jared Fitts seconded. Four voted in favor.
WARRANT: John Luce made a motion to accept the payroll warrant of April 17, 2018 in the amount of $5,057.92. Jared Fitts seconded. Four voted in favor.
WARRANT: John Luce made a motion to accept the payroll warrant of April 23, 2018 in the amount of $4,915.21. Jared Fitts seconded. Four voted in favor.
WARRANT: John Luce made a motion to accept the payroll warrant of April 30, 2018 in the amount of $5,150.98. Jared Fitts seconded. Four voted in favor.

EXECUTIVE SESSION: Josh Devlin made a motion to go into executive session pursuant to 1MRSA § 405(6) (A) to discuss a personnel matter. John Luce seconded. Four voted in favor. Selectmen went into executive session at 8:39 pm. Selectmen reconvened in regular session at 9:15 pm. No action taken, informational only.
