7:30 PM: Suzan Rudnicki called the meeting to order.
MINUTES: John Luce made a motion to accept the minutes March 26, 2018 as amended. Jared Fitts seconded. Four voted in favor. Sue Rudnicki abstained as she was not present for that meeting.
NEW BUSINESS:
Presentation from Town of Hermon and Town of Carmel: Doug Sinclair gave a brief history of the Blue Star Flag; it was started in 1917 by Army Captain Robert Queissner to recognize the sacrifice of families who had family member in the service by hanging the flag in a window. Mr. Sinclair presented the Blue Star Flag to James Kennedy and his family to honor their son’s deployment in a war zone.
Town Landing: The Town Manager stated the deed transferring the land to the Town of Carmel has been recorded with added description.
Trash Disposal Update: Kevin said that as of April 1st we are no longer under contract to send trash to PERC. PERC is not accepting trash anymore, so our trash will be going to JRL in Old Town until the Coastal Management (formerly Fiberight) plant is up and running. Because the Coastal Management facility was not ready on time, they will cover any additional costs to the towns for having trash shipped to Old Town or Norridgewock. The new tipping fee is $70 per ton, which is significantly less than what PERC is charging.
Public Works: Kevin let the Board know he is going to have the public works crew start back to work next Monday, and we will be taking delivery of the skid steer next Tuesday. Kevin said he has been inputting information into a road plan program describing each road and its condition, and should have it ready in a few weeks. The town truck needs an inspection and some other work, and Kevin asked if Selectmen have any preference as to who works on it. Selectmen agreed to continue utilizing businesses in town when possible.
Annual Appointments: Suzan Rudnicki made a motion to appoint Kevin Howell as Code Enforcement Officer, Local Plumbing Inspector and Building Inspector for the Town of Carmel for the ensuing year. Douglas Small seconded. Five voted in favor.
Suzan Rudnicki made a motion to appoint Kevin Howell as E-911 Addressing Officer for the Town of Carmel for the ensuing year. Douglas Small seconded. Five voted in favor.
Suzan Rudnicki made a motion to appoint Julia Pike as Sexton of the cemeteries for the Town of Carmel for the ensuing year. Douglas Small seconded. Five voted in favor.
Suzan Rudnicki made a motion to appoint Leslie Jean Treadwell as Animal Control Officer for the Town of Carmel for the ensuing year. Douglas Small seconded. Five voted in favor.
Suzan Rudnicki made a motion to appoint Deidra McIntosh as Recreation Director for the Town of Carmel for the ensuing year. Douglas Small seconded. Five voted in favor.
Suzan Rudnicki made a motion to appoint Gene Clavette as a Planning Board member for the Town of Carmel for the ensuing five years. Douglas Small seconded. Five voted in favor.
Suzan Rudnicki made a motion to appoint Timothy Schoppe as Alternate Plumbing Inspector for the Town of Carmel for the ensuing year. Douglas Small seconded. Five voted in favor.
Suzan Rudnicki made a motion to appoint Coreen Sylvester as Municipal Agent for the Town of Carmel for the ensuing year. Douglas Small seconded. Five voted in favor.
Suzan Rudnicki made a motion to appoint Coreen Sylvester as Deputy Tax Collector, Deputy Treasurer and Deputy Clerk for the Town of Carmel for the ensuing year. Douglas Small seconded. Five voted in favor.
Suzan Rudnicki made a motion to appoint Kimberly Davis as Deputy Tax Collector, Deputy Treasurer and Deputy Clerk for the Town of Carmel for the ensuing year. Douglas Small seconded. Five voted in favor.

Public Hearing for Recycler’s Permit: The Town Manager asked the Board to schedule a hearing for an automobile recycler’s permit for Ronald Jarvis III. Josh Devlin made a motion to schedule a public hearing for Ronald Jarvis III for an automobile recycler’s permit on April 30, 2018. John Luce seconded. Five voted in favor.
WARRANT: John Luce made a motion to accept the payroll warrant of April 2, 2018 in the amount of $4,301.33. Josh Devlin seconded. Five voted in favor.
WARRANT: John Luce made a motion to accept the accounts payable warrant of April 2, 2018 in the amount of $16,793.10. Josh Devlin seconded. Five voted in favor.
EXECUTIVE SESSION: Suzan Rudnicki made a motion to go into executive session pursuant to 1MRSA § 405(6) (A) to discuss a personnel matter. John Luce seconded. Five voted in favor. Selectmen went into executive session at 8:02 pm. Selectmen reconvened in regular session at 8:47 pm. No action taken, informational only.
Assessor Appointment: John Luce made a motion to appoint Robert J. Duplisea Jr. as Assessor for the Town of Carmel for the ensuing year. Jared Fitts seconded. Five voted in favor.
