Regular Meeting (05-07-2018)

7:30 PM:  Joshua Devlin called the meeting to order.

MINUTES:  John Luce made a motion to accept the minutes of April 30, 2018 as written. Douglas Small seconded.  Four voted in favor.

           

TOWN MGR/TAX COLLECTOR/CODE ENF OFFICER/RD COMM. REPORT:

 

  1. There was discussion about gravel roads and whether to add calcium to them when the gravel is put down.  Kevin said we can add it when the gravel is put down or when the roads get dry; it will work down into the base either way.  Kevin said he would like to add gravel to at least a few of the dirt roads, and asked Selectmen if they had any objections to getting a price from R&R.  Selectmen had no objections.

 

  1. Kevin said he cannot find where Preble Lane was accepted as a town road, but he did find where CMP and the town have an easement of about 70 feet x 100 feet and we are only using about 35 feet of it for the school bus turnaround, which gets very rutted at times.  Kevin said he would like to have a survey done to make sure exactly where our easement is.  John Luce made a motion to authorize the Town Manager to have a survey done of our easement on Preble Lane.  Jared Fitts seconded.  Four voted in favor.

 

  1. The Town Manager said the pole attachment agreement with Central Maine Power Co does allow the flag brackets to be screwed in; only temporary items have to be attached with strapping.

 

  1. Kevin let the Board know they dug a test hole under the Five Road railroad bridge and there is a tremendous amount of pooling water.  They are in the design phase of working on a design that will allow the water to drain to the existing catch basin.

 

  1. Kevin read the official response from Department of Transportation regarding Route 69.  They will be replacing culverts this year, and will be doing a 5/8” pavement treatment in 2020.  For a better pavement treatment the town would have to enter into a municipal partnership initiative, which would mean the town would have to pay half the cost.

 

NEW BUSINESS:

 

Fire Chief Appointment:  John Luce made a motion not to re-appoint Fire Chief Ryan

  1. Joshua Devlin seconded.  After discussion, four voted in favor.

 

WARRANT:  John Luce made a motion to accept the payroll warrant of May 7, 2018 in the amount of $5,325.04.  Douglas Small seconded.  Four voted in favor.

WARRANT:  John Luce made a motion to accept the accounts payable warrant of May 7, 2018 in the amount of $51,464.06.  Douglas Small seconded.  Four voted in favor.

 

NEW BUSINESS:

 

RSU 87 School Board of Directors Vacancy:  After a brief discussion, Selectmen decided to have the Town Manager put a notice on the town’s website and Facebook page.

 

Town Manager Vacation:  The Town Manager asked Selectmen if they have any objections to his taking his vacation days randomly as weather permits.  Selectmen had no objections.

 

EXECUTIVE SESSION:  Josh Devlin made a motion to go into executive session pursuant to 1MRSA § 405(6) (A) to discuss a personnel matter.  Jared Fitts seconded.  Four voted in favor.  Selectmen went into executive session at 8:45 pm.  Selectmen reconvened in  regular session at 9:04 pm.  No action taken, informational only.

 

Ryan Simpson Resignation:  John Luce made a motion to accept Ryan Simpson’s letter of resignation.  Jared Fitts seconded.  Four voted in favor.

 

Interim Fire Chief Appointment:  John Luce made a motion to appoint Ralph Shaw as Interim Fire Chief.  Jared Fitts seconded.  Four voted in favor.

 

ADJOURNMENT:  Douglas Small made a motion to adjourn.  John Luce seconded. Four voted in favor.  Meeting adjourned at 9:27 pm.
