Regular Meeting (10-15-2018)

Selectmen Present:                John Luce, Douglas Small, Joshua Devlin and Jared Fitts

Absent:                                   Suzan Rudnicki

7:30 PM:  Joshua Devlin called the meeting to order.

MINUTES:  Douglas Small made a motion to accept the minutes of October 1, 2018 as written. John Luce seconded.  Four voted in favor.

 

TOWN MGR/TAX COLLECTOR/CODE ENF OFFICER/RD COMM. REPORT:

 

  1. In the Selectmen’s packet The Town Manager included a copy of the public notice for the agency liquor store selection hearing that included Carmel as a result of Rick’s Mini Mart applying.

 

  1. The Selectmen and Town Manager went over the items in this week’s packet, including the ambulance billing report and Carmel Days wrap-up.  Kevin said the Carmel Days revenue from sponsorships was double the amount from last year.

 

  1. Kevin let the Board know he was elected to the Board of Directors for the Maine Chapter of the American Public Works Association.

 

  1. The Town Manager asked Selectmen if they would have any objections to closing the Town Office two hours early on October 31st in order to get ready for trunk-or-treat.  John Luce made a motion to allow the Town Office to be closed two hours early on October 31, 2018.  Doug Small seconded.  Four voted in favor.

 

  1. The Town Manager asked if the Board would have any objections to closing the office on December 24th.  John Luce made a motion to close the office on December 24, 2018.  Jared Fitts seconded.  Three voted in favor.  Doug Small abstained.

 

  1. Kevin showed the Board a sample of the holiday season banners he would like to put up in the village, and said he would like to purchase seventeen at a cost of $2,720.00.  After discussion, Jared Fitts made a motion to allow the Town Manager to purchase and put up banners.  Doug Small seconded.  Four voted in favor.

 

  1. Kevin reminded the Board the public hearing for junkyards is at 7:00 next Monday.  Kevin also said there is a line in the junkyard ordinance that says you only need an automobile recycling permit if you use at least eighty percent of your premises for that purpose.  Therefore, Potter’s Transmission and Leonard’s Automotive are not required to have permits and have been removed from the hearing.

 

  1. There was discussion about the May 2018 fire at Ideal Recycling.  They were sent a bill for the suppression costs of the fire, but have not yet paid it.  After discussion, Kevin said he will meet with the owner to discuss the matter.

 

WARRANT:  John Luce made a motion to accept the payroll warrant of October 9, 2018

in the amount of $9,634.25.  Doug Small seconded.  Four voted in favor.

WARRANT:  John Luce made a motion to accept the payroll warrant of October 15, 2018 in the amount of $4,631.24.  Doug Small seconded.  Four voted in favor.

WARRANT:  John Luce made a motion to accept the accounts payable warrant of October 15, 2018 in the amount of $285,689.07.  Doug Small seconded.  Four voted in favor.
