Regular Meeting (06-24-2013)

Selectmen Present:             Suzan Rudnicki, John Luce, Earlyn Bowers and Joseph Pelletier

Absent:                                Douglas Small

Town Manager:                    Tom Richmond

Guests Present:                    Glennis McSorley, Toby Pelletier and Code Enforcement Officer Stewart Brooks

7:30 PM:  Suzan Rudnicki called the meeting to order.

MINUTES:  Earlyn Bowers made a motion to accept the minutes of June 17, 2013 as written.  John Luce seconded.  Four voted in favor.

 

ROAD COMMISSIONER/TAX COLLECTOR/TOWN MANAGER REPORT:

 

  1. The Town Manager said construction on Cook Road was finished today.  Lane Construction paved the new construction section of Cook Road, and will come back later to finish the rest of the paving.  The Town will have to do the seeding and haying.

 

  1. Tom Richmond let Selectmen know Willie Dunton started the roadside mowing today, but had a short somewhere in the mower that causes the joystick to keep shutting off.

 

  1. The Town Manager stated Bobby Noyes started cemetery construction this week.

 

  1. Tom stated if people continue filling the cemetery trash barrels with sods, we will stop emptying them.

 

  1. Tom let the Board know C.A. Newcomb & Sons Fence & Guardrail has already installed the security fence at the salt shed.

 

CODE ENFORCEMENT OFFICER’S REPORT:  John Luce asked Stewart Brooks if they are going to move the trailer on Damascus Road where the house burnt.  Stewart said they were waiting for their new trailer to come in, then move the old one out and put the new one where it is supposed to be.  Earlyn Bowers stated he has been by there, and the new trailer is all moved in.

Sue Rudnicki asked if Steve Dunham’s junkyard is cleaned up.  Stewart said he is still moving stuff out.

John Luce asked what can be done with the lot at 55 Hampden Road now that the house has been torn down.  Stewart said nothing can be done with it because it has been more than a year since the house was torn down, it would only be of value to abutting landowners or as a right-of-way.

 

NEW BUSINESS:

 

Tax-acquired Property:  The Town Manager stated Tom Hyson was in today to talk about the two properties the IRS had given back to him, and said he told Mr. Hyson we can’t accept any more money on either of the properties unless he pays the taxes in full.

 

2013 Mil Rate:  There was discussion regarding surplus, overlay and budgets.  Tom stated that if everything remains the same as far as homestead exemption and revenue share, he expects the mil rate to be approximately 14 mils.

 

WARRANT:  John Luce made a motion to accept the payroll warrant of June 24, 2013 in the amount of $4,281.81.  Earlyn Bowers seconded.  Four voted in favor.

WARRANT:  John Luce made a motion to accept the Full-time fireman’s payroll warrant of June 24, 2013 in the amount of $739.81.  Earlyn Bowers seconded.  Four voted in favor.

WARRANT:  John Luce made a motion to accept the accounts payable warrant of June 24, 2013 in the amount of $51,062.52.  Earlyn Bowers seconded.  Four voted in favor.

 

ADJOURNMENT:   Sue Rudnicki made a motion to adjourn.  Joe Pelletier seconded. Four voted in favor.  Meeting adjourned at 8:13 pm.
