Regular Meeting (10-21-2013)

Selectmen Present:                Suzan Rudnicki, Douglas Small, Earlyn Bowers, John Luce and Joseph Pelletier

Town Manager:                    Tom Richmond

Guests Present:                      Jerry Saucier, Jacqueline Szczesny, William Szczesny and Paul Meek (residents of Carmel Advent Campground), Scott Braley and Keith Ewing of Plymouth Engineering, Glennis McSorley and Code Enforcement Officer Stewart Brooks

7:30 PM:  Suzan Rudnicki called the meeting to order. 

 

GENERAL ASSISTANCE ORDINANCE HEARING:  Suzan Rudnicki opened the General Assistance Ordinance Hearing.  Town Manager Tom Richmond explained that every year in October we approve the Maine Municipal Association’s general assistance changes and re-adopt the ordinance.  No discussion from the floor.  John Luce made a motion to adopt the General Assistance Ordinance for 2013-2014.  Earlyn Bowers seconded.  Five voted in favor.

 

NEW BUSINESS:

 

Carmel Advent Campground Hoarder Problem:  William Szczesny stated they have a resident at the Campground who is a hoarder and described some of the problems associated with it including fire and health hazards.  Selectmen said the Town has no authority in this case and the Campground has its own written rules (Selectmen were provided with a copy of the rules some weeks ago), which provide for such situations.  The Board suggested the Campground officers seek the advice of an attorney, and said the Town would provide statements from our Health Officer, Code Enforcement Officer and Full-time Firemen/EMT if needed, as they have all been at the residence to check it out.

 

MINUTES:  Suzan Rudnicki made a motion to accept the minutes of October 7, 2013 as amended.  Earlyn Bowers seconded.  Five voted in favor.

 

NEW BUSINESS:

 

Garland Road Bridge Replacement (Plymouth Engineering Update):  Scott Braley and Keith

Ewing gave the Board cost estimates for replacing Garland Road Bridge and/or Haskell Road Bridge.  After discussion, John Luce made a motion to put Haskell Road Bridge out to bid once Plymouth Engineering has the design ready to go out to bid.  Earlyn Bowers seconded.  Five voted in favor.

 

Code Enforcement Officer not present for October 7th Junkyard Hearing:  Suzan Rudnicki

told Stewart Brooks the Board was upset because he was not present at the Junkyard hearing to answer questions, because Selectmen did not know the history behind Tim Richardson Jr.’s application for a junkyard.  Stewart said he had to go to a class that night that had been scheduled well before the date for the junkyard hearing was set, and stated he had received a complaint about all the vehicles Mr. Richardson has in his yard, so he told Mr. Richardson he should apply for a junkyard permit.

 

ROAD COMMISSIONER/TAX COLLECTOR/TOWN MANAGER REPORT:

 

  1. Tom Richmond stated he met the new deputy, Ryan Allen, and thinks he will work out well as he has a lot of experience and is pleasant.  Tom said once he has had time to get a little more comfortable in Carmel, he will invite him in to meet the Selectmen.

 

  1. Tom let the Board know he called about the fire truck today and was told it needs a couple of tires and we should have it back on Friday or Monday.

 

  1. The Town Manager stated the inmates are here this week and are working in the cemetery.  Julia has been calling relatives and telling them we are cleaning up lots so they can come collect any containers that may be left on the lots.  Galen Mayhew need some work done on his lot and said he has been told by a lot of people that our cemeteries are very well kept.

 

  1. Tom said he will try to get Garrit McKee and Bryan Hodgkins here for the next meeting so the Selectmen can give them their plaques.

 

  1. Tom let the Board know he is going to have a surgery on November 5th.

 

  1. John Luce asked what the markings by the little bridge on Cook Road are for.  Tom said they are not ours, and it may be that either the State or Central Maine Power are going to do something there.  We did make markings on Marcho Road and measured Fuller Road.

 

  1. The Town Manager explained that if we do get a loan to do the Haskell Road Bridge work, we would get it next summer and start paying the following year for five years.  The last payment on the 2009 road loan will be made next year.

 

  1. Joe Pelletier asked we have gotten a report on the accident investigation from the Fire Chief yet.  Tom said he had asked about it and was told it was coming, but he hasn’t seen it yet. 

 

WARRANT:  John Luce made a motion to accept the payroll warrant of October 15, 2013 in the amount of 3,841.18.  Earlyn Bowers seconded.  Five voted in favor.

WARRANT:  John Luce made a motion to accept the Full-time fireman’s payroll warrant of October 15, 2013 in the amount of $739.81.  Earlyn Bowers seconded.  Four voted in favor.

WARRANT:  John Luce made a motion to accept the accounts payable warrant of October 16, 2013 in the amount of $13,322.86.  Earlyn Bowers seconded.  Four voted in favor.

WARRANT:  John Luce made a motion to accept the payroll warrant of October 21, 2013 in the amount of $3,781.88.  Earlyn Bowers seconded.  Five voted in favor.

WARRANT:  John Luce made a motion to accept the Full-time fireman’s payroll warrant of October 21, 2013 in the amount of $739.81.  Earlyn Bowers seconded.  Four voted in favor.

WARRANT:  John Luce made a motion to accept the accounts payable warrant of October 21, 2013 in the amount of $23,106.69.  Earlyn Bowers seconded.  Four voted in favor.

 

ADJOURNMENT:   Sue Rudnicki made a motion to adjourn.  John Luce seconded. Five voted in favor.  Meeting adjourned at 8:50 pm.
