7:30 PM: Earlyn Bowers called the meeting to order.
MINUTES: John Luce made a motion to accept the minutes of May 6, 2013 as written. Douglas Small seconded. Four voted in favor.
ROAD COMMISSIONER/TAX COLLECTOR/TOWN MANAGER REPORT:
- Tom Richmond let Selectmen know that F.C. Work & Sons has started dropping off gravel at the salt shed for Cook Road Construction.
- Tom stated R&R Lumber is done with the ditching on Fuller Road, Bemis Road is next and then we will be out of ditching funds. Culverts are being put in on Bemis Road tomorrow and there are a lot of berms we have to get rid of. Joe Pelletier asked if the ditching was put out to bid. Tom said we had put it out to bid about three years ago. R&R Lumber was the low bidder, and he hasn’t gone up on his prices since.
NEW BUSINESS:
Haskell Road Bridge (state inspection): The Selectmen and Town Manager reviewed the State’s inspection report of the bridges in Carmel that need work. There was discussion of possible options for dealing with Haskell Road Bridge including replacing the bridge (would probably require a four-year loan), closing the bridge or finding some way to repair it. Tom said we made a commitment to spend money for engineering, and asked if Selectmen are willing to do a total replacement or close the bridge, depending on the results of the engineering. Selectmen decided to wait until they have the results of the engineering before making a decision. Doug Small suggested putting an eye beam on each side with a cable running through the bridge to hold it until they decide what to do with it.
Joe Pelletier made a motion to post the Haskell Road Bridge for whatever weight limit Maine Department of Transportation recommends. Earlyn Bowers seconded. Four voted in favor.
Bangor Humane Society (contract): John Luce made a motion to authorize the Town Manager to sign the Bangor Humane Society renewal contract. Earlyn Bowers seconded. Four voted in favor.
Ideal Recycling Fire: Joe Pelletier asked if the recent fire at Ideal Recycling (located at 235 Main Road) was their third fire, and said he is concerned about the oil pollution. Tom said the Department of Environmental Protection is handling that issue.
Fuller Road Ditching: Toby Pelletier asked why we had ditched in front of her house. Tom stated we ditched the whole road.
WARRANT: John Luce made a motion to accept the payroll warrant of May 13, 2013 in the amount of $3,976.73. Earlyn Bowers seconded. Four voted in favor.
WARRANT: John Luce made a motion to accept the Full-time fireman’s payroll warrant of May 13, 2013 in the amount of $739.81. Earlyn Bowers seconded. Four voted in favor.
WARRANT: John Luce made a motion to accept the payroll warrant of May 20, 2013 in the amount of $3,883.75. Earlyn Bowers seconded. Four voted in favor.
WARRANT: John Luce made a motion to accept the Full-time fireman’s payroll warrant of May 20, 2013 in the amount of $739.81. Earlyn Bowers seconded. Four voted in favor.
WARRANT: John Luce made a motion to accept the accounts payable warrant of May 13, 2013 in the amount of $118,201.86. Earlyn Bowers seconded. Four voted in favor.
WARRANT: John Luce made a motion to accept the accounts payable warrant of May 20, 2013 in the amount of $26,370.10. Earlyn Bowers seconded. Four voted in favor.
