Regular Meeting (09-23-2013)

Selectmen Present:             Douglas Small, Earlyn Bowers, John Luce and Joseph Pelletier

Absent:                                 Suzan Rudnicki

Town Manager:                    Tom Richmond

Guests Present:                   Code Enforcement Officer Stewart Brooks, Glennis McSorley and Toby Pelletier

7:30 PM:  Earlyn Bowers called the meeting to order. 

 

CODE ENFORCEMENT OFFICER’S REPORT:  Stewart Brooks gave the Board an update on the situation with the hoarder in the Carmel Advent Campground.  Stewart stated the campground’s bylaws cover the rules they need to follow to evict the person, so it is not a Town issue.

 

MINUTES:  John Luce made a motion to accept the minutes of August 12, 2013 as written.  Earlyn Bowers seconded.  Three voted in favor.  Douglas Small abstained as he was not present for that meeting.

 

MINUTES:  John Luce made a motion to accept the minutes of September 10, 2013 as written.  Earlyn Bowers seconded.  Three voted in favor.  Joseph Pelletier abstained as he was not present for that meeting.

 

MINUTES:  Doug Small made a motion to accept the minutes of September 16, 2013 as written.  John Luce seconded.  Three voted in favor.  Earlyn Bowers abstained as he was not present for that meeting.

 

ROAD COMMISSIONER/TAX COLLECTOR/TOWN MANAGER REPORT:

 

  1. Town Manager Tom Richmond stated we had a gathering of residents in the Fire Station at 7:00 pm tonight to thank Deputy Garrit McKee for his years of service.  Joe Pelletier suggested having a plaque made up.  Joe Pelletier suggested also having a plaque made up for Bryan Hodgkins to thank him for his years of service.

 

  1. Tom let the Board know we should be getting the fire truck back within two weeks, and said Hermon will help us with mutual aid if we need it.

 

  1. John Luce had questions at the last meeting regarding the cemetery ordinance, and Tom explained the ordinance was passed in 2001.

 

  1. The Selectmen and Town Manager went over the items in this week’s packet including an update from Maine Resource Recovery Association on the money towns get from recycling.

 

  1. Tom stated Bob Noyes had told him brush cutting is needed on the discontinued section of Murray Road if R&R Lumber is to continue plowing there.  Doug Small stated that legally, if it’s not a Town road, we’re not supposed to put any money into it.

 

  1. Tom stated that because we have insurance on the old fire station, Maine Municipal Association had it inspected and found moss on the roof.  Doug explained we could either put strips on the roof and the water coming down would kill the moss, or there is a kind of spray we can get to kill it.

 

  1. Tom informed the Board that for budget purposes he had someone come in and measure the roofs on the municipal building, and they’re supposed to get back to us with a price.

 

  1. Tom told the Board we have the inmates all this week.  They worked at the salt shed today, and will be trying to straighten stones in the Village Cemetery the rest of the week.

 

WARRANT:  John Luce made a motion to accept the payroll warrant of September 23, 2013 in the amount of $3,723.05.  Earlyn Bowers seconded.  Four voted in favor.

WARRANT:  John Luce made a motion to accept the Full-time fireman’s payroll warrant of September 23, 2013 in the amount of $739.81.  Earlyn Bowers seconded.  Four voted in favor.

WARRANT:  John Luce made a motion to accept the accounts payable warrant of September 23, 2013 in the amount of $6,954.60.  Earlyn Bowers seconded.  Four voted in favor.

 

EXECUTIVE SESSION:  Earlyn Bowers made a motion to go into executive session pursuant to 22MRSA §4305(3B) to discuss a General Assistance matter.  John Luce seconded.  Four voted in favor.  Selectmen went into executive session at 8:02 pm.  Selectmen reconvened in regular session at 8:08 pm.  No action taken, informational only.

 

ADJOURNMENT:   Doug Small made a motion to adjourn.  Joe Pelletier seconded.  Four voted in favor.  Meeting adjourned at 8:09 pm.
