7:30 PM: Suzan Rudnicki called the meeting to order.
MINUTES: Joe Pelletier made a motion to accept the minutes of October 28, 2013 as written. Earlyn Bowers seconded. Four voted in favor.
NEW BUSINESS:
Solid Waste & Recycling (Jerry Sullivan): After discussion, Suzan Rudnicki made a motion to extend the contract for one year with Sullivan’s Waste for solid waste at the price of $85,785.00, with no fuel adjustment. Earlyn Bowers seconded. Three voted in favor. Joseph Pelletier abstained.
After discussion, Sue Rudnicki made a motion to extend the contract for one year with Sullivan’s Waste for recycling at the price of $21,560.00, with no fuel adjustment. Douglas Small seconded. Three voted in favor. Joe Pelletier abstained.
Winter Plowing Contract (Bobby Noyes): After discussion, Earlyn Bowers made a motion to extend the winter plowing contract with R&R Lumber Co. from October 2014 through April 2015 at the price of $137,032.00. Sue Rudnicki seconded. Three voted in favor. Joe Pelletier abstained.
Haskell Road/Garland Road Bridge Update: Town Manager Tom Richmond stated he was following up on the possibility of putting cables in the culverts. Lupo Construction told Tom another option would be to take the culverts out, blast the stream bed, put new pads in and set the culverts back in, which would lower the bridge and solve the problem. Tom talked to Scott Braley of Plymouth Engineering about resetting the same culverts, and Scott said he would contact D.E.P.
ROAD COMMISSIONER/TAX COLLECTOR/TOWN MANAGER REPORT:
- The Town Manager gave the Treasurer’s Report as of October 31, 2013.
- Tom let the Selectmen know he has started working on the 2014 budget
- The Fire Department has asked to come to the Selectmen’s meeting next week to discuss the full-time fireman’s position. Tom stated our current full-time EMT/Fireman Steve Cummings has been offered a full-time position on the Brewer Fire Department and plans to accept the position.
- Tom stated Fire Chief Mike Azevedo is in the process of applying for a grant for a fire truck.
NEW BUSINESS:
Workshop on Outstanding Taxes: The Town Manager and Selectmen went over the payment schedules for tax-acquired properties, and discussed who is keeping up with their payments and who is not. After discussing each one individually, the Board decided to send letters to the taxpayers who have defaulted on payment arrangements telling them they must pay all years in full in order to buy back their property.
Fire Chief’s Report on Fire Truck Accident: Joe Pelletier expressed concerns regarding some of the details in the fire truck accident report dated October 28, 2013 (accident occurred July 7, 2013), and said his biggest concern is that he doesn’t see any driving training listed on the driver’s training report. Joe said it is the chief’s job to protect the Town, that proper procedures were not followed, and the Fire Chief should be disciplined along with the person who wasn’t wearing a seat belt.
Selectmen decided not to meet with the Fire Department until a full Board is present. Tom will check to see if the Fire Chief can make it on December 3rd or 10th.
WARRANT: Earlyn Bowers made a motion to accept the payroll warrant of November 4, 2013 in the amount of $3,898.19. Joe Pelletier seconded. Four voted in favor.
WARRANT: Earlyn Bowers made a motion to accept the Full-time fireman’s payroll warrant of November 4, 2013 in the amount of $739.81. Joe Pelletier seconded. Four voted in favor.
WARRANT: Earlyn Bowers made a motion to accept the payroll warrant of November 12, 2013 in the amount of $4,017.95. Joe Pelletier seconded. Four voted in favor.
WARRANT: Earlyn Bowers made a motion to accept the Full-time fireman’s payroll warrant of November 12, 2013 in the amount of $739.81. Joe Pelletier seconded. Four voted in favor.
WARRANT: Earlyn Bowers made a motion to accept the accounts payable warrant of November 13, 2013 in the amount of $173,018.44. Joe Pelletier seconded. Four voted in favor.
WARRANT: Earlyn Bowers made a motion to accept the payroll warrant of November 18, 2013 in the amount of $3,859.38. Joe Pelletier seconded. Four voted in favor.
