Regular Meeting (04-22-2013)

Selectmen Present:              Suzan Rudnicki, Douglas Small, John Luce, Earlyn Bowers and Joseph Pelletier

7:30 PM:  Suzan Rudnicki called the meeting to order. 

 

NEW BUSINESS:

 

Paving and Construction Bids:  Selectmen received the following bids for the 2013 paving program:

Selectmen received the following bids for Cook Road Construction:

The Town Manager recommended the Board postpone awarding the bids until next meeting so he can create a spreadsheet with specifics on it in order to be better able to compare the bids.  Selectmen had no objections.

 

MINUTES:  Earlyn Bowers made a motion to accept the minutes of April 1, 2013 as written.  John Luce seconded.  Five voted in favor.

 

ROAD COMMISSIONER/TAX COLLECTOR/TOWN MANAGER REPORT:

 

  1. Town Manager Tom Richmond stated that Patti Overlock used to post approved minutes to our website.  Since she left we have had a hard time getting caught up, but we are current now.  Suzan Rudnicki asked what had happened with Sharon Moody.  Tom explained her husband had surgery and she took time off to be with him, then decided she had to get done here because it was too much and she is helping out the Town of Troy.  Tom said Lacey Walton is working out well, and asked if Selectmen want him to find another trainee.  No action taken.

 

  1. Tom let the Board know Willie Dunton and Thomas Benecke started back to work patching last week, and will be going to flagging school.

 

  1. Tom said he and Fire Chief Mike Azevedo met with the labor board last week to discuss all the violations that have been corrected and got our fine down to $250.00 from $7,000.00.

 

NEW BUSINESS:

 

Planting Trees (Town Office):  After discussion it was decided that Tom would get prices on three or four trees to replace the two big ones that were cut down last fall.

 

Penobscot County Contract (40 hr deputy):  Earlyn Bowers made a motion to authorize the Town Manager to sign the Law Enforcement Services Contract for July 2013 – July 2014.  Suzan Rudnicki seconded.  Four voted in favor.  Doug Small abstained.

 

July 5th (close town office vacation day):  Tom stated business tends to be slow the week of the Fourth of July, and asked if the Town Office can be closed on July 5th since the 4th is on a Thursday.  Sue Rudnicki made a motion to allow the Town Office to be closed on July 5, 2013.  Earlyn Bowers seconded.  Five voted in favor.

 

Possible Trailer Purchase:  Tom told the Board Duane Smith is selling a trailer for $1,000.00, and it would be the right size to haul the skid steer with the town truck.  Tom said it would need to have a couple of planks replaced.  Doug Small asked if the electric brakes work.  Tom said we would have to hook the truck up for the electric brakes, and Joe Pelletier said he would check the trailer out.    John Luce made a motion to authorize Tom Ricnmond to purchase the trailer if everything checks out.  Earlyn Bowers seconded.  Five voted in favor.

 Tom said the old yellow trailer that we used to haul mowers with is not needed any more and suggested putting it out to bid.  Selectmen agreed to sell the old yellow trailer if we buy the other one.

 

WARRANT:  John Luce made a motion to accept the payroll warrant of April 8, 2013 in the amount of $2,859.89.  Earlyn Bowers seconded.  Five voted in favor.

WARRANT:  John Luce made a motion to accept the Full-time fireman’s payroll warrant of April 8, 2013 in the amount of $739.81.  Earlyn Bowers seconded.  Five voted in favor.

WARRANT:  John Luce made a motion to accept the payroll warrant of April 15, 2013 in the amount of $2,959.14.  Earlyn Bowers seconded.  Five voted in favor.

WARRANT:  John Luce made a motion to accept the Full-time fireman’s payroll warrant of April 15, 2013 in the amount of $739.81.  Earlyn Bowers seconded.  Five voted in favor.

WARRANT:  John Luce made a motion to accept the payroll warrant of April 22, 2013 in the amount of $3,608.85.  Earlyn Bowers seconded.  Five voted in favor.

WARRANT:  John Luce made a motion to accept the Full-time fireman’s payroll warrant of April 22, 2013 in the amount of $739.81.  Earlyn Bowers seconded.  Five voted in favor.

WARRANT:  John Luce made a motion to accept the accounts payable warrant of April 8, 2013 in the amount of $126,046.53.  Earlyn Bowers seconded.  Five voted in favor.

WARRANT:  John Luce made a motion to accept the accounts payable warrant of April 22, 2013 in the amount of $32,153.13.  Earlyn Bowers seconded.  Five voted in favor.

 

OTHER BUSINESS:  Paving and Road Construction:  There was more discussion regarding the paving and road construction bids.  John Luce made a motion to award the road construction to F.C. Work & Sons Inc.  Suzan Rudnicki seconded.  Doug Small suggested waiting until Tom does the comparison spreadsheets, and Tom said he would like to have the gravel tested first.  John Luce withdrew his motion.

 

ADJOURNMENT:   Suzan Rudnicki made a motion to adjourn.  Earlyn Bowers seconded. Five voted in favor.  Meeting adjourned at 8:55 pm.
