Regular Meeting (03-25-2013)

Selectmen Present:                Suzan Rudnicki, Douglas Small, John Luce, Earlyn Bowers and Joseph Pelletier

Town Manager:                    Tom Richmond

Guests Present:                      Glennis McSorley and Toby Pelletier

7:30 PM:  Suzan Rudnicki called the meeting to order.

MINUTES:  John Luce made a motion to accept the minutes of March 11, 2013 as amended.  Douglas Small seconded.  Four voted in favor.  Earlyn Bowers abstained as he was not present for that meeting.

 

ROAD COMMISSIONER/TAX COLLECTOR/TOWN MANAGER REPORT:

 

  1. Town Manager Tom Richmond and Selectmen went through this week’s packet and discussed items including the Overhead Door maintenance agreement, the breakdown of franchise income from Time Warner and a letter from General Assistance saying they are encouraging more people to go on disability so there are less other assistance payments to them.

 

  1. There was discussion regarding the 2013 paving program, and Tom said he would like to get the bids out and back by the middle of April.

 

NEW BUSINESS:

 

Haskell Road Bridge (engineering):  Tom stated Plymouth Engineering had given us an estimate for engineering Haskell Road Bridge and he would like to have them do it if the Board has no objections.  Tom said he estimates the engineering and permitting will take all of this summer, with construction next year if we decide to do it.  Selectmen had no objections.

 

Overhead Door (maintenance contract):  There was discussion about the fire station bay doors.  Tom said we had carried forward $3,000.00 from Administration for trees and if we have any money left over, we could apply it towards replacing the ambulance bay door.  Sue Rudnicki made a motion to allow the Town Manager to sign the maintenance contract with Overhead Door.  John Luce seconded.  Five voted in favor.

 

State Auction:  Tom said he saw on the State’s website they have some trailers for sale at their auction on Thursday, and said he would like to go and see if they have any that would be useful to the town.  If we purchase one, the money would have to come out of road funds. 

 

Earlyn Bowers made a motion to allow Tom to go to the auction on Thursday.  Sue Rudnicki seconded.  Five voted in favor.

 

Governor’s Proposed Budget Cuts:  Tom said he had gone to a hearing in Brewer regarding Governor LePage’s proposed budget cuts.  The auditorium was packed, and there was no support for his proposals.

 

EXECUTIVE SESSION:  Suzan Rudnicki made a motion to go into executive session pursuant to 22MRSA §4305(3B) to discuss general assistance.  Earlyn Bowers seconded.  Five voted in favor.  Selectmen went into executive session at 7:53 pm.  Selectmen reconvened in regular session at 8:04 pm.  No action taken, informational only.

 

WARRANT:  John Luce made a motion to accept the payroll warrant of March 18, 2013 in the amount of $3,150.77.  Earlyn Bowers seconded.  Five voted in favor.

WARRANT:  John Luce made a motion to accept the Full-time fireman’s payroll warrant of March 18, 2013 in the amount of $739.81.  Earlyn Bowers seconded.  Five voted in favor.

WARRANT:  John Luce made a motion to accept the payroll warrant of March 25, 2013 in the amount of $3,379.24.  Earlyn Bowers seconded.  Five voted in favor.

WARRANT:  John Luce made a motion to accept the Full-time fireman’s payroll warrant of March 25, 2013 in the amount of $739.81.  Earlyn Bowers seconded.  Five voted in favor.

WARRANT:  John Luce made a motion to accept the accounts payable warrant of March 18, 2013 in the amount of $3,867.47.  Earlyn Bowers seconded.  Five voted in favor.

WARRANT:  John Luce made a motion to accept the accounts payable warrant of March 25, 2013 in the amount of $12,814.00.  Earlyn Bowers seconded.  Five voted in favor.

 

OTHER BUSINESS:

 

Fire Department Grant:  John Luce asked Tom Richmond to get information on the equipment grant the Fire Department received so the Board will have some knowledge of it.  Tom said he would ask the Fire Chief to come in.

 

Fire Department Training:  Sue Rudnicki stated the Fire Department burned down the old Harvey house, and one of the firemen urinated behind the old Demmons garage.  The new owner was quite upset.  Sue suggested that the Fire Department have a portable toilet on hand when they have training in the future.

                      

Horseback Road Gravel Pits Title Search:  Doug Small asked if there was anything new on the title search for the Horseback Road gravel pits.  Tom said he had signed the release and sent it to the attorney, and it has been filed.

 

Garrell Bouchey Property:  John Luce asked if the building that was torn down at 55 Hampden Road has been gone long enough that it is not re-buildable, and asked if the owner is aware there is a time limit.  Tom said the time limit for re-building is one year from the time a building is gone.

 

ADJOURNMENT:   Suzan Rudnicki made a motion to adjourn.  Joe Pelletier seconded. Five voted in favor.  Meeting adjourned at 8:33 pm.
