Regular Meeting (12-02-2013)

7:30 PM: Suzan Rudnicki called the meeting to order.
MINUTES: Earlyn Bowers made a motion to accept the minutes of November 25, 2013 as written. Douglas Small seconded. Three voted in favor. Joe Pelletier and John Luce abstained as they were not present for that meeting.
ROAD COMMISSIONER/TAX COLLECTOR/TOWN MANAGER REPORT:
- The Town Manager gave the Treasurer’s report as of November 30, 2013.
CODE ENFORCEMENT OFFICER’S REPORT: Stewart Brooks stated a person in town told him their septic system has failed, they have no money and couldn’t get a loan. Stewart stated he called Penquis C.A.P. and they have no funds available. Stewart stated if a person can prove their septic system has failed and they have no money, the town may be responsible for the cost. Then the town can send out the equivalent of a tax bill, which is subject to the same lien process as a regular tax bill.
NEW BUSINESS:
Beaver Creek (Gene Clavette): Gene Clavette explained what he has done and what his long-term plans are for his Beaver Creek subdivision. Gene stated the road is built to Town specifications (or better than Town specs), and asked if the Town will consider taking the road on as a town road once it is all paved. After discussion, John Luce made a motion to put Beaver Creek Road on the 2014 Town Meeting Warrant to be accepted as a town road once it is paved. Suzan Rudnicki seconded. Five voted in favor.
Equipment Trailer: Tom Richmond gave Selectmen prices on a few different trailers at approximately $5,000.00 each. After discussion, Sue Rudnicki made a motion to allow the Town Manager to purchase the 12,000 lb landscape trailer from TBA for the Town, at the price of $4,960.00. John Luce seconded. Three voted in favor. Earlyn Bowers and Joe Pelletier abstained.
Old Town Car: The Town Manager asked if the Selectmen want to put the Town’s Ford Taurus out to bid. Joe Pelletier made a motion to authorize the Town Manager to put the car out to bid. Earlyn Bowers seconded. Five voted in favor.
Budget 2014: The Selectmen and Town Manager went over the proposed 2014 budget. The Board asked Tom Richmond to contact a roofer to come to a meeting to discuss the municipal building roof.
Public Buildings: Tom explained that once a taxpayer has vacated a tax-acquired property, the town becomes liable for everything on that property. After discussion it was decided that the Town would add Evan St. Louis’ property onto its insurance.
Next Meeting: Sue Rudnicki asked if the Fire Chief is going to come to a meeting. Tom stated he can only come on Thursday night. Selectmen decided to schedule a meeting for Thursday, December 12th so the Fire Chief can meet with them.
Tom Richmond let the Board know that Full-time Fireman/EMT Steve Cummings’ last day is Friday, but he will continue to work here for a day or two a week until we fill the position. An EMT/Fireman from Ellsworth is going to fill in for now when Steve is not here.
WARRANT: Earlyn Bowers made a motion to accept the payroll warrant of December 2, 2013 in the amount of $21,854.21. John Luce seconded. Five voted in favor.
WARRANT: Earlyn Bowers made a motion to accept the Full-time fireman’s payroll warrant of December 2, 2013 in the amount of $739.81. John Luce seconded. Five voted in favor.
WARRANT: Earlyn Bowers made a motion to accept the accounts payable warrant of December 2, 2013 in the amount of $9,063.30. John Luce seconded. Five voted in favor.
