Regular Meeting (04-29-2013)

7:30 PM: Suzan Rudnicki called the meeting to order.
MINUTES: Voting on the minutes of April 22, 2013 was tabled as they were not typed.
NEW BUSINESS:
Review Road Bids (Paving & Construction): The Selectmen and Town Manager Tom Richmond reviewed road bids with the aid of a spreadsheet prepared by Tom. Suzan Rudnicki made a motion to award the paving bid to Lane Construction. Earlyn Bowers seconded. Four voted in favor. Tom stated we had to reduce the amount of work on Fuller Road by about 500 feet because the bids came in over our budget.
The Town Manager gave Selectmen copies of the results from testing Vaughn Thibodeau’s gravel, and said there should be a little more rock in it to meet D.O.T. specs. Earlyn Bowers made a motion to award the road construction bid to F.C. Work & Sons. Suzan Rudnicki seconded. Two voted in favor. Joe Pelletier opposed. Doug Small abstained. Selectmen asked that Tom have F.C. Work’s gravel tested.
Possible Trailer Purchase: Joe Pelletier said he had stopped and looked at the trailer Duane Smith has for sale and, in his opinion, it is worth $1,000.00. Doug Small suggested having Steve Cummings look at it to see if he can fix the electric brakes on it for a minimal cost.
Tom stated we will be getting the skid steer on Wednesday; the last three years we have rented it from Kennebec Rental for $1,200.00 a month, and it is the same price this year.
Planting Trees (Town Office): Tom said Greenworks Landscaping can set four 4” trees for $250.00 each, if we dig the holes. If he has to bring his excavator, it will cost more. Sue Rudnicki made a motion to authorize the Town Manager to buy four trees at $250.00 each, if they are guaranteed to grow. Earlyn Bowers seconded. Four voted in favor.
EXECUTIVE SESSION: Sue Rudnicki made a motion to go into executive session pursuant to 22MRSA §4305(3B) to discuss general assistance. Earlyn Bowers seconded. Four voted in favor. Selectmen went into executive session at 8:13 pm. Selectmen reconvened in regular session at 8:23 pm. No action taken, informational only.
WARRANT: Earlyn Bowers made a motion to accept the payroll warrant of April 29, 2013 in the amount of $4,458.97. Joe Pelletier seconded. Four voted in favor.
WARRANT: Earlyn Bowers made a motion to accept the Full-time fireman’s payroll warrant of April 29, 2013 in the amount of $739.81. Joe Pelletier seconded. Four voted in favor.
WARRANT: Earlyn Bowers made a motion to accept the animal control officer’s payroll warrant of April 29, 2013 in the amount of $111.42. Joe Pelletier seconded. Four voted in favor.
WARRANT: Earlyn Bowers made a motion to accept the accounts payable warrant of April 29, 2013 in the amount of $27,561.87. Earlyn Bowers seconded. Four voted in favor.
