Regular Meeting (11-25-2013)

Selectmen Present:                Suzan Rudnicki, Douglas Small and Earlyn Bowers

Absent:                                   John Luce and Joseph Pelletier

Town Manager:                    Tom Richmond

7:30 PM:  Suzan Rudnicki called the meeting to order.

MINUTES:  Sue Rudnicki made a motion to accept the minutes of November 18, 2013 as amended.  Douglas Small seconded.  Three voted in favor.

 

ROAD COMMISSIONER/TAX COLLECTOR/TOWN MANAGER REPORT:

 

  1. The Town Manager let the Board know he sent letters to the people who defaulted on payment arrangements for foreclosed properties and has had only one response from them.  Two people set up payment arrangements on accounts that will foreclose on December 14th.

 

  1. Tom stated the Evan St. Louis property currently has four years of taxes due on it and Mildred and Stephen Dunham’s mobile home is on that property.  Mr. St. Louis passed away recently and the property is going through probate.  Mildred said that would take about nine months, and once that is done their intent is to mortgage the property for just the amount of taxes.  Doug Small suggested they get a loan for the taxes, and Tom said Mildred said they are trying to get a loan.  Selectmen asked the Town Manager to look into filing a claim with the probate court.

 

  1. There was discussion about the fire truck that was in an accident in July.  Tom said it was supposed to be back last week, but now they are saying they have to redo the alignment.

 

NEW BUSINESS:

 

Budget 2014:  The Selectmen and Town Manager went over the proposed 2014 budget.

 

EXECUTIVE SESSION:  Doug Small made a motion to go into executive session pursuant to 22MRSA §4305(3B) to discuss general assistance.  Earlyn Bowers seconded.  Three voted in favor.  Selectmen went into executive session at 8:52 pm.  Selectmen reconvened in regular session at 8:56 pm.  No action taken, informational only.

 

OTHER BUSINESS:

 

Auditor Engagement Letter:  Tom stated RHR Smith is doing the audit for the same price as last year.  Sue Rudnicki made a motion to authorize the Town Manager to sign the letter of intent with RHR Smith for the 2013 audit.  Earlyn Bowers seconded.  Three voted in favor.

 

WARRANT:  Earlyn Bowers made a motion to accept the payroll warrant of November 4, 2013 in the amount of $4,087.33.  Doug Small seconded.  Three voted in favor.

WARRANT:  Earlyn Bowers made a motion to accept the Full-time fireman’s payroll warrant of November 4, 2013 in the amount of $739.81.  Doug Small seconded.  Three voted in favor.

WARRANT:  Earlyn Bowers made a motion to accept the accounts payable warrant of November 13, 2013 in the amount of $16,465.44.  Doug Small seconded.  Three voted in favor.

 

ADJOURNMENT:   Sue Rudnicki made a motion to adjourn.  Earlyn Bowers seconded. Three voted in favor.  Meeting adjourned at 9:09 pm.
