7:30 PM: Suzan Rudnicki called the meeting to order.
NEW BUSINESS:
Elect Chairman: John Luce made a motion to appoint Suzan Rudnicki as Chairman of the Board. Joe Pelletier seconded. Three voted in favor. Sue Rudnicki abstained.
John Luce made a motion to appoint Earlyn Bowers as Vice Chairman of the Board. Sue Rudnicki seconded. Four voted in favor.
Pavement Cost: Bruce Paradis said if he can purchase paving material in bulk he will get a better price and is hoping to hold the price at last year’s. Bruce stated he would do this year’s paving for the Town of Carmel for the same price per ton as last year. Bruce also said a lot of towns are using ground up shingles in their asphalt, saving about $2.00 per ton. The quality wouldn’t be as good on the top coat, but would be all right in a base coat. He has used it for about two years and hasn’t gotten any complaints on it. Tom stated he would rather give it a couple more years to see how it works before we try it.
Tom said he believes Bruce went above and beyond for us last year, and all his quotes for tonnage were very accurate. Selectmen decided they would be more comfortable putting the paving out to bid. There was discussion on which roads need paving.
MINUTES: John Luce made a motion to accept the minutes of January 14, 2013 as written. Sue Rudnicki seconded. Three voted in favor. Joseph Pelletier abstained as he was not on the Board for that meeting.
ROAD COMMISSIONER/TAX COLLECTOR/TOWN MANAGER REPORT:
- Town Manager Tom Richmond stated he had a call today from someone who is doing a title search on property that was involved in the Horseback Road gravel pits, and this person said the claims against the gravel pits were never released. Tom said he will look into it.
- Tom said he has signed Willie Dunton and Thomas Benecke up for flagging school because the Department of Labor cited us for them flagging when they weren’t certified.
- Tom stated there is a problem with the Town truck not being wired correctly for the patch trailer, and Stewart is going to re-wire it.
- Tom let the Board know we have an opportunity to buy culverts at last year’s State price if we order before April 1, 2013, and there is a significant savings if we buy in bulk. Tom also said there is a savings of about $1,000.00 on six rolls of Geotex. John Luce made a motion to allow the Town Manager to make a bulk order of culverts. Sue Rudnicki seconded. Three voted in favor. Joe Pelletier abstained.
- Tom stated he has to go to an orientation meeting regarding rules for using the inmate program this year.
- Tom received a call from the IRS today saying they put liens on two of Tom Hyson’s properties and because they were not notified of the Town’s tax liens, they will not pay the back taxes but when they sell the properties the buyers will be responsible for the taxes.
- The Town Manager gave the Treasurer’s Report as of February 28, 2013.
- Tom stated that at Town Meeting Glennis McSorley had noted there were totals that didn’t match in the Town Report, and explained that the amounts for cemetery expansion and engineering the Haskell Road bridge were transfers that do not affect the tax commitment, so he hadn’t included them in all of the totals.
NEW BUSINESS:
Appointments: Tom asked if the Board wants to put an article in the upcoming newsletter for available board and committee positions before they make appointments. The Board had no objections to putting an article in the newsletter.
Town Manager’s Vacation: Tom requested he be allowed to change his July vacation to July 15th through the 26th. The Board had no objections.
Town Meeting Accoustics: Doug Small recommended hiring one of the school’s custodians to be present at future town meetings, so there will be someone on hand if we need to get into locked doors to turn off fans or lights, since it was nearly impossible to hear anything anyone was saying at this year’s town meeting. Tom said he would also like to purchase a couple of microphones to have to take to the gym in case the school’s microphones are not working.
WARRANT: John Luce made a motion to accept the payroll warrant of March 4, 2013 in the amount of $3,328.36. Doug Small seconded. Three voted in favor. Joe Pelletier abstained.
WARRANT: John Luce made a motion to accept the Full-time fireman’s payroll warrant of March 4, 2013 in the amount of $739.81. Doug Small seconded. Three voted in favor. Joe Pelletier abstained.
WARRANT: John Luce made a motion to accept the payroll warrant of March 11, 2013 in the amount of $3,025.14. Doug Small seconded. Three voted in favor. Joe Pelletier abstained.
WARRANT: John Luce made a motion to accept the Full-time fireman’s payroll warrant of March 11, 2013 in the amount of $739.81. Doug Small seconded. Three voted in favor. Joe Pelletier abstained.
WARRANT: John Luce made a motion to accept the accounts payable warrant of March 4, 2013 in the amount of $22,564.63. Doug Small seconded. Three voted in favor. Joe Pelletier abstained.

OTHER BUSINESS:
Fire Truck Use: Sue Rudnicki asked whether we had heard how much it cost for our fire truck to go to Auburn and back. Tom said we have not heard yet.
Fireman Training: Doug Small asked if the fire department could do its practicing of burns on the Damascus Road without driving onto the Fuller Road extension while the roads are posted. Tom said he will suggest to the firemen they do not drive on posted roads unless it is an emergency.
