Regular Meeting (06-17-2017)

Selectmen Present:                John Luce, Douglas Small, Earlyn Bowers and Jared Fitts

7:30 PM:  Earlyn Bowers called the meeting to order.

 

MINUTES:  John Luce made a motion to accept the minutes of May 22, 2017 as written

  1. Jared Fitts seconded.  Four voted in favor.

 

TOWN MGR/TAX COLLECTOR/CODE ENF OFFICER/RD COMM. REPORT:

 

 1.   The Town Manager gave the treasurer’s report as of June 9, 2017.

 

  1.   Printed copies of the 2016 audit books were presented to the Selectmen.

 

  3.   Kevin let the Board know that he issued a building permit to Dollar General last week.  They settled the boundary issue with the neighbor, and are hoping to have the store completed in October.

 

  4.   Selectmen signed pole permits for Central Maine Power Company.

 

  5.   Kevin stated we are having a beaver issue on Hinckley Hill Road.  Willie Dunton and Thomas Benecke cleaned the culvert out two mornings in a row.  Kevin had the crew install a beaver guard fence and submerged drain pipes.  He also contacted a certified trapper.

 

  6.   Kevin said the large cross-culvert at the Fuller and Five Road intersection has been replaced as it was over a foot too high causing pooling in the ditch, which caused deterioration in the road.

 

  7.   Kevin said Willie Dunton and Thomas Benecke repaired headstones in Village Cemetery.  Kevin suggested putting white picket fencing around the front of Village Cemetery at some point in the future at an estimated cost of $8,700.00 for 270 linear

feet.  Kevin said he would also like to have it done at North Carmel Cemetery eventually.  Doug Small asked if there is still a statute saying all cemeteries are supposed to be fenced in.  The matter was tabled for Kevin to get more information.

 

  8.   Kevin let Selectmen know we are getting two new silver bullets with murals painted on them.

 

  9.   The Town Manager stated we recorded 96 tax liens two weeks ago.

 

 10.   Kevin said he verified that Phinneas Mitchell is buried at the bottom of the hill in North Carmel Cemetery, and he will have the limbs cleaned out and put up a railing to make it easier for family members to visit the gravesite.

 

 11.   Kevin said a crew of six inmates were here for three days and did a very good job cleaning out the roads.

 

 12.   Kevin stated we sold the old ambulance for $6,500.00 to Global Emergency Vehicles, the same company we purchased the new ambulance from.

 

 13.   Kevin let the Board know all the gravel roads have been graded.  We did them all except Ash Hill Road with the rake that we have.  Ash Hill Road was graded by R&R Lumber Company.

 

 14.   Kevin said the tax bills should go out the end of this month, and he is meeting with the assessor on the 23rd to set the commitment ahead of the June 30th commitment date.

 

NEW BUSINESS:

 

Tax-Acquired Properties:  The Town Manager let Selectmen know that mortgage holders for a couple of the tax-acquired properties have not been notified, and we have to give them a 90-day notice.  After discussion, John Luce made a motion to put tax-acquired properties currently in foreclosure out to bid after proper notification has been made.  Douglas Small seconded.  Four voted in favor.

 

Dangerous Buildings:  After discussion, John Luce made a motion to authorize Kevin Howell to proceed with the necessary measures of the Dangerous Building Statute for buildings at 40 Hampden Road (Map 15 Lot 7) and 224 Damascus Road (Map 17 Lot 2).  Doug Small seconded.  Three voted in favor.  Jared Fitts abstained.

 

WARRANT: John Luce made a motion to accept the payroll warrant of May 30, 2017 in the amount of $5,480.88.  Jared Fitts seconded.  Four voted in favor.

WARRANT: John Luce made a motion to accept the accounts payable warrant of May 31, 2017 in the amount of $7,851.89.  Jared Fitts seconded.  Four voted in favor.

WARRANT: John Luce made a motion to accept the payroll warrant of June 5, 2017 in the amount of $5,539.42.  Jared Fitts seconded.  Four voted in favor.

WARRANT: John Luce made a motion to accept the payroll warrant of June 12, 2017 in the amount of $5,478.69.  Jared Fitts seconded.  Four voted in favor.

WARRANT: John Luce made a motion to accept the accounts payable warrant of June 12, 2017 in the amount of $197,706.49.  Doug Small seconded.  Four voted in

 

OTHER BUSINESS: 

 

Ambulance Collections:  John Luce asked if there is any update on ambulance collections. Kevin said he signed a contract with the collection agency.  Kevin stated there is no known law that limits the amount of time you can collect on a debt, and asked if Selectmen want to go back to try to collect the older ambulance debt.  Selectmen decided to see how it goes with current collections before looking at going backwards.

 

ADJOURNMENT:  John Luce made a motion to adjourn.  Jared Fitts seconded. Four voted in favor.  Meeting adjourned at 8:30 pm.
