Regular Meeting (08-14-2017)

Selectmen Present:                Suzan Rudnicki, John Luce, Earlyn Bowersand Jared Fitts

7:30 PM:  Suzan Rudnicki called the meeting to order.

MINUTES:  John Luce made a motion to accept the minutes of July 24, 2017 as is

  1. Earlyn Bowers seconded.  Three voted in favor.  Suzan Rudnicki abstained as she was not present for that meeting.

 

TOWN MGR/TAX COLLECTOR/CODE ENF OFFICER/RD COMM. REPORT:

 

  1. The Town Manager gave an update on tax receipts from the commitment date through the due date, and said we collected approximately $165,000.00 more this year than in the same time period last year.

 

  1. Kevin stated the Grist Mill bridge was completed in good time, and he is happy with the job they did.

 

  1. Kevin let the Board know he met with the engineer last week for the Fuller Road project; the topography survey is done and should be emailed to him this week.

 

  1. The Town Manager stated he has looked into road striping, and the MUTCD says you should not use just fog lines on a road because it creates one big lane.  To have Fuller Road done would cost $4,000.00 for the center line and $5,800.00 for fog lines.

 

NEW BUSINESS:

 

Mahon Road Turnaround:  Kevin said he would like to see all the Town-owned dirt roads paved, and is hoping to start on that next year.  Kevin said he spoke with David Mahon about putting a turnaround on his property at the end of Mahon Road if we pave it, and Mr. Mahon said he would be open for discussion.  After discussion, Kevin asked if Selectmen want him to look into what is legally involved in paving and installing turnarounds for dirt roads.  Selectmen had no objections.

 

Recreation Field Work:  Kevin Howell said the public works crew has been trimming trees at the rec field, and have cut a new walking trail from the front parking lot to field 3.  They also expanded the rear parking lot to double its size.

 

Recycling Update:  The Town Manager gave an update on the progress of recycling since we went to using central drop-off with the silver bullet.  Kevin said prior to the change Carmel had a very low participation rate.  Early numbers are showing an increase in recycling tonnage and this program will result in a significant reduction in cost.  Kevin let the board know Eco Maine is looking to do an informational seminar with school children in the hope of increasing participation further.

 

Training Update:  Kevin let Selectmen know he went to the New England Managers Institute last week, and had a very good experience.

 

Railroad Crossing on Fuller Road:  Kevin said he had an email from the railroad saying they intend to fix the area of the crossing on Fuller Road.

 

WARRANT: John Luce made a motion to accept the payroll warrant of July 31, 2017 in the amount of $5,650.17.  Earlyn Bowers seconded.  Four voted in favor.

WARRANT: John Luce made a motion to accept the payroll warrant of August 7, 2017 in the amount of $5,699.15.  Earlyn Bowers seconded.  Four voted in favor.

WARRANT: John Luce made a motion to accept the payroll warrant of August 14, 2017 in the amount of $5,501.99.  Earlyn Bowers seconded.  Four voted in favor.

WARRANT: John Luce made a motion to accept the accounts payable warrant of August 14, 2017 in the amount of $190,029.17.  Earlyn Bowers seconded.  Four voted in

WARRANT: John Luce made a motion to accept the accounts payable warrant of August 14, 2017 in the amount of $8,287.50.  Earlyn Bowers seconded.  Four voted in
