Regular Meeting (04-24-2017)

Selectmen Present:                Suzan Rudnicki,John Luce, Douglas Small, Earlyn Bowers and Jared Fitts            

Town Manager/CEO:           Kevin Howell

Recording Secretary:            Coreen Sylvester

Guests Present:                      Glennis McSorley and Toby Pelletier

7:30 PM:  Suzan Rudnicki called the meeting to order.

MINUTES:  John Luce made a motion to accept the minutes of April 10, 2017 as is Jared Fitts seconded.  Four voted in favor.  Earlyn Bowers abstained as he was not present for that meeting.

 

TOWN MGR/TAX COLLECTOR/CODE ENF OFFICER/RD COMM. REPORT:

 

            1.   Kevin Howell stated the building permits have been flowing in ahead of the last couple of years.

 

            2.   Kevin let the Board know there is a public hearing on May 1st for a special use permit to have a retail trading post for sporting supplies at 500 Horseback Road.

 

            3.   Kevin said the Planning Board voted Paul Morgan in as Chairman and Herbert Dean as Secretary.

 

            4.   There was discussion about recycling, and Kevin said the 'silver bullet' container should be here next week, and he has included information on it in the newsletter that is going out in the next week or so.

 

NEW BUSINESS:

 

2017 Road Projects:  There was discussion about proposed road projects for 2017, with the main project being the Damascus Road, and the Town Manager said he will be      coordinating a sealed bid process in the next couple weeks.  Selectmen had no objections. Kevin also said he is hoping to pave the few remaining dirt roads in town within the next few years. 

 

Incoming Dollar Store:  John Luce asked if there was any progress on the dollar store coming into town.  Kevin said they have their permits from the State, but they are in limbo at the moment due to a property line dispute.

 

Road Sweeping:  Kevin stated the rental of the sweeper with a hopper was a huge success keeping the sand out of the ditches and the operator out of the dust, and we have a huge pile of sand to re-use in the residents' sand shed next winter.

 

Road Postings:  Kevin said the road postings were taken down last Wednesday.

 

Flower Pots in the Village Area:  Doug Small said he and his wife Gloria have been putting flower pots around the village for years.  The cement urns are crumbling, and Doug asked if the Town would consider purchasing new pots, soil and plants so they can continue to put flowers in the village.  Kevin said he will look into the cost.

 

Letter for Cheryl Mitchell:  Selectmen signed a letter addressed to Maine Town and City Clerks Association giving the dates Cheryl Mitchell became employed as a deputy clerk with the Town of Carmel.

 

WARRANT: John Luce made a motion to accept the payroll warrant of April 18, 2017 in the amount of $5,179.91.  Jared Fitts seconded.  Five voted in favor.

WARRANT: John Luce made a motion to accept the payroll warrant of April 24, 2017 in the amount of $5,892.35.  Jared Fitts seconded.  Five voted in favor.

WARRANT: John Luce made a motion to accept the accounts payable warrant of April 24, 2017 in the amount of $42,012.93.  Jared Fitts seconded.  Five voted in favor.

 

OTHER BUSINESS:  The Town Manager let the Selectmen know we are moving back out into the front office tomorrow.

 

ADJOURNMENT:  Sue Rudnicki made a motion to adjourn.  Earlyn Bowers seconded. Five voted in favor.  Meeting adjourned at 8:30 pm.
