Jan. 9, 2017 Selectmen Minutes

Selectmen Present:                Suzan Rudnicki, Earlyn Bowers, Douglas Small,  John Luce and Jared Fitts

Guests Present:   Greg Lounder of Municipal Review Committee (MRC), Glennis McSorley, Joseph Rogerson, Herbert Dean, Toby Pelletier, Fire Chief Ryan Simpson and Lieutenant Darren Corriveau

7:12 PM:  Public Hearing:  Suzan Rudnicki called the public hearing to order.  The first item discussed was the post-2018 municipal solid waste disposal to see if the town will vote to continue as a member of MRC.  Selectmen recommended continuing with MRC.  Greg Lounder of MRC gave some information on the new Fiberight plant and the process the municipal solid waste will go through.

The second item was discussion on the proposed Marijuana Ordinance prohibiting retail shops and/or social clubs. 

Suzan Rudnicki madea motion to close the public hearing.  John Luce seconded.  Five voted in favor.

 

7:30 PM:  Suzan Rudnicki called the regular meeting to order.

 

MINUTES:  Sue Rudnicki made a motion to accept the minutes of December 19, 2016 as written.  John Luce seconded.  Four voted in favor.  Earlyn Bowers abstained as he was not present for that meeting.

 

NEW BUSINESS:

 

Certification of Ordinances:  Selectmen signed the Certification of Ordinances for the Flood Plain Management and Marijuana ordinances.

 

Storm Damage:  Kevin Howell stated that during the recent snow storm there was significant damage from downed trees taking out power lines.  Kevin said Central Maine Power did an amazing job getting power back on throughout town, and Kevin had to have several downed trees cleared.  Because of the ice, Sullivan's Waste could understandably not get into some places but Kevin said he was disappointed with the sporadic cleanup of recycling on the passable roads.  Kevin said he did receive a letter of apology from Jerry Sullivan.

 

John Luce asked if we could get some larger stickers for recycling containers, and Sue Rudnicki asked if we could get covered recycling bins.  Kevin said he will check with Eco Maine.

 

Sand Shed Policy:  The Town Manager asked if we should write a policy for the residents' use of sand.  Selectmen decided just having signs will do.

 

Treasurer's Report:  The Town Manager gave the treasurer's report as of December 31, 2016.

 

Recruitment Grant:  Fire Chief Ryan Simpson said the fire department received $13,500 in funds that were left over from a recruitment and retention grant that former Fire Chief  Mike Azevedo had written.  According to the terms of the grant, only specific items can be purchased with the grant funds, including gas cards.

 

New Ambulance:  Ryan said our new ambulance got held up in Kentucky because of a recall, and he will hopefully be going this week or next to pick it up in Pennsylvania.

 

2017 Budget:  Kevin said the Budget Committee has recommended the proposed 2017 budget as written.  The Town Manager and Selectmen finished going over the proposed budget.  John Luce made a motion to accept the proposed budget for 2017 as it has been presented.  Jared Fitts seconded.  Five voted in favor.

 

EXECUTIVE SESSION:  Suzan Rudnicki made a motion to go into executive session pursuant to 1MRSA § 405(6) (A) to discuss a personnel matter.  John Luce seconded.  Five voted in favor.  Selectmen went into executive session at 8:13 pm.  Selectmen reconvened in regular session at 8:30 pm.  No action taken, informational only.

 

WARRANT: John Luce made a motion to accept the payroll warrant of December 27, 2016 in the amount of $3,958.68.  Doug Small seconded.  Five voted in favor.

WARRANT: John Luce made a motion to accept the accounts payable warrant of December 30, 2016 in the amount of $8,921.26.  Doug Small seconded.  Five voted in favor.

WARRANT: John Luce made a motion to accept the payroll warrant of January 3, 2017 in the amount of $4,296.65.  Doug Small seconded.  Five voted in favor.

WARRANT: John Luce made a motion to accept the payroll warrant of January 9, 2017 in the amount of $4,021.88.  Doug Small seconded.  Five voted in favor.

WARRANT: John Luce made a motion to accept the accounts payable warrant of January 9, 2017 in the amount of $218,607.48.  Jared Fitts seconded.  Five voted in favor.

 

OTHER BUSINESS:

 

Air Packs:  There was discussion about purchasing air packs, which the Fire Chief said we need next year at a cost of approximately $120,000.00.  The Town Manager said he would research it further.    

 

ADJOURNMENT:  John Luce made a motion to adjourn.  Jared Fitts seconded. Five voted in favor.  Meeting adjourned at 9:04 pm.
