7:30 PM: Suzan Rudnicki called the meeting to order.
MINUTES: John Luce made a motion to accept the minutes of June 26, 2017 as written. Earlyn Bowers seconded. Four voted in favor. Jared Fitts abstained as he was not present for that meeting.
NEW BUSINESS:
Town Manager Vacation Request: Town Manager Kevin Howell requested the week of August 21st as a vacation. John Luce made a motion to approve the vacation. Earlyn Bowers seconded. Five voted in favor.
2017 Tax Commitment: Kevin let the Board know he met with tax assessor Robert Duplisea Jr. at 6 a.m. Wednesday morning and they finalized the 2017 tax commitment. Kevin confirmed it was a wise decision to delay the tax commitment as the State did enact a retroactive reduction in the homestead exemption reimbursement. The mil rate for 2017 is 14.15, and most homeowners with a homestead exemption will see a decrease in their total tax bill.
Game of Chance Application: John Luce made a motion to sign the game of chance application for the Golden Harvest Grange. Earlyn Bowers seconded. Five voted in favor.
Fence for Village Cemetery: Kevin stated he had found there is no existing statute that says a public cemetery has to be enclosed, and asked Selectmen if they want to consider putting a picket fence around Village Cemetery. John Luce made a motion to put up a fence at Village Cemetery. Douglas Small seconded. Five voted in favor.
Cemetery Ordinance: Kevin said at some point in the near future, we should consider updating the cemetery ordinance. Selectmen had no objections.
Fuller Road Blind Spot: The Town Manager said he had spoken with landowner Russell Treadwell Sr. and he has no objections to the Town removing the trees that are creating a blind spot at the sharp bend on Fuller Road.
Proposed Town Landing: Doug Small said if Town Meeting will accept it and if the Town handles the paperwork, he will donate the land for a public landing.
TOWN MGR/TAX COLLECTOR/CODE ENF OFFICER/RD COMM. REPORT:
1. Kevin gave a summary of what the public works crew has gotten done so far this year.
2. Kevin stated Damascus Road has been reclaimed and binder pavement installed and they will be putting the surface on tomorrow. Then Gardner Construction will come and install the shoulders.
WARRANT: John Luce made a motion to accept the payroll warrant of July 3, 2017 in the amount of $8,201.53. Doug Small seconded. Five voted in favor.
WARRANT: John Luce made a motion to accept the payroll warrant of July 10, 2017 in the amount of $5,507.22. Doug Small seconded. Five voted in favor.
