7:30 PM: Earlyn Bowers called the meeting to order.
MINUTES: John Luce made a motion to accept the minutes of January 9, 2017 as amended. Jared Fitts seconded. Four voted in favor.
NEW BUSINESS:
New Ambulance: The Town Manager stated Fire Chief Ryan Simpson is leaving tonight or tomorrow to pick up our new ambulance in Pennsylvania.
Recreation Committee Appointments: Kevin Howell let the Board know we had our first Rec Committee Meeting with new Rec Director Deidra McIntosh, and the following six people came to express interest in being on the Rec Committee: Matthew Alaimo, Katie Wiggin, Wendy Pelletier, Nicole Garland, Ryan Scripture and Nanette Jarvis.
John Luce made a motion to appoint Matthew Alaimo, Katie Wiggin, Wendy Pelletier, Nicole Garland, Ryan Scripture and Nanette Jarvis as Recreation Committee members for the Town of Carmel. Douglas Small seconded. Four voted in favor.
Kelly Account: Kevin said there is a bank account with Maine Savings from money a family donated to the Fire Department, with Thomas Richmond being the only name on the account. John Luce made a motion to have Kevin Howell put on the Kelly bank account #1004982 as sole authorized signer and remove Thomas F. Richmond. Jared Fitts seconded. Four voted in favor.
Tax-Acquired Property Sale: The Town Manager stated there is a mobile home in Grandeur Mobile Home Park at 10 Berley Drive that is tax-acquired. There was a payment arrangement in place, but the owner has not made any payments in a year. Park owner Dale Leavitt informed the Town Manager that the owner has not been around for approximately a year, and asked if he could purchase the mobile home for back taxes. John Luce made a motion to sell it to Dale Leavitt for back taxes owed. Jared Fitts seconded. Four voted in favor. Selectmen signed the bill-of-sale.
Ambulance Receivables: Kevin asked if Selectmen want to consider putting ambulance receivables into collections. Selectmen decided they would like more information the collections process.
Annual Town Report Dedication: After discussion, Selectmen decided they would like to dedicate the 2016 town report to Delmont Hartt.
2017 Budget: There was discussion on the 2017 proposed budget.
WARRANT: John Luce made a motion to accept the payroll warrant of January 17, 2017 in the amount of $4,305.56. Doug Small seconded. Four voted in favor.
WARRANT: John Luce made a motion to accept the accounts payable warrant of January 11, 2017 in the amount of $1,225.00. Doug Small seconded. Four voted in favor.
WARRANT: John Luce made a motion to accept the accounts payable warrant of January 13, 2017 in the amount of $1,200.00. Doug Small seconded. Four voted in favor.
WARRANT: John Luce made a motion to accept the payroll warrant of January 23, 2017 in the amount of $4,273.11. Doug Small seconded. Four voted in favor.
WARRANT: John Luce made a motion to accept the accounts payable warrant of January 23, 2017 in the amount of $165,520.34. Jared Fitts seconded. Four voted in favor.
OTHER BUSINESS:
Village Market: Toby Pelletier asked what is happening with the Village Market. Kevin said he hasn't gotten any updates in several weeks and is unsure of the status.
Dollar Store: John Luce asked if there is any more news on the dollar store coming into town. Kevin said they have their opening permits from D.O.T., but he does not have an application for a building permit yet.
