Regular Meeting (10-23-2017)

7:30 PM: Earlyn Bowers called the meeting to order.
MINUTES: John Luce made a motion to accept the minutes of September 25, 2017 as is Jared Fitts seconded. Three voted in favor.
TOWN MGR/TAX COLLECTOR/CODE ENF OFFICER/RD COMM. REPORT:
- Town Manager Kevin Howell stated the Fuller Road paving is done and the shoulders will be done on Wednesday or Thursday of this week.
- Kevin said the railroad crossing near the corner of Damascus and Fuller Roads was done last Thursday in cooperation with Panam Railways. Kevin also said the State reduced the speed limit in that area to 25 mph with a 20 mph advisory.
- There was discussion about the proposed town landing. Kevin said that now that the leaves are gone, he was able to find a good spot for the boat launch.
NEW BUSINESS:
Planning Board Appointment: The Town Manager let the Board know Herb Dean has decided to step down from the Planning Board. Kevin stated he had posted the opening, and said Planning Board Chairman Paul Morgan asked if Selectmen would appoint Robert Veilleux as a full member. John Luce made a motion to appoint Robert Veilleux to the Planning Board as a regular member. Jared Fitts seconded. Three voted in favor.
Fiberight Construction: Kevin Howell said he attended a Maine Resource Recovery meeting today, and learned they are two weeks ahead of schedule on the construction of the Fiberight plant. He also got confirmation from the CEO of Fiberight that Carmel will be one of the first towns to go in. Kevin said he also learned that when the plant is opened, it will generate about forty-five jobs.
Dangerous Building: Kevin stated the owner of the dangerous building on Damascus Road called to ask if he could put a shipping container on the property to clean it up. Kevin said he will allow it as long as it is removed in a reasonable time.
Solid Waste Contract: The Town Manager said he would like to put the solid waste contract out to bid before the end of the year. Selectmen had no objections.
Recycling: There was discussion about recycling and possible changes to make it even more cost effective.
WARRANT: John Luce made a motion to accept the payroll warrant of October 2, 2017 in the amount of $5,161.52. Jared Fitts seconded. Three voted in favor.
WARRANT: John Luce made a motion to accept the payroll warrant of October 10, 2017 in the amount of $5,275.28. Jared Fitts seconded. Three voted in favor.
WARRANT: John Luce made a motion to accept the payroll warrant of October 16, 2017 in the amount of $5,151.02. Jared Fitts seconded. Three voted in favor.
WARRANT: John Luce made a motion to accept the payroll warrant of October 23, 2017 in the amount of $5,392.32. Jared Fitts seconded. Three voted in favor.
WARRANT: John Luce made a motion to accept the accounts payable warrant of October 23, 2017 in the amount of $548,393.47. Jared Fitts seconded. Three voted in favor.
