Regular Meeting (12-27-2021)

Selectmen Present:               Douglas Small, Isaac Raymond, Jared Fitts and Daniel Frye

Absent:                                   Suzan Rudnicki

Town Manager/CEO:           Kevin Howell

7:33 PM:  Daniel Frye called the Selectmen’s meeting to order.

MINUTES:  Isaac Raymond made a motion to accept the minutes of December 13, 2021 as written Douglas Small seconded.  Four voted in favor.

 

NEW BUSINESS:

SCBA Procurement:  Town Manager Kevin Howell stated he spoke with Fire Chief Ralph Shaw and the salesman for Harrison Shrader Enterprises, and we have enough funds in the reserve account to purchase thirteen (13) of the sixteen (16) air packs at the previously quoted price (see minutes of December 13, 2021).  Ralph Shaw said this would be enough to outfit all of the trucks.  The salesman said he will hold the price on the other three up until town meeting.

After discussion, Dan Frye made a motion to purchase the thirteen Drager air cylinders from Harrison Shrader Enterprises, LLC at the previously quoted price.  Doug Small seconded.  Four voted in favor.

 

GIS Mapping:  Kevin explained our tax maps are antiquated and there are GIS mapping programs available for digitizing tax maps and making them available online.  This would be considered an added service, which would make the start-up cost (approximately $24,000.00) an acceptable expense for the ARPA funds.   After discussion, Selectmen agreed to have Kevin contact a representative to come in and do a presentation.

 

Spirit of America Award:  There was discussion regarding who to nominate for this year’s Spirit of America/Annual Report dedication.  Kevin Howell suggested Douglas Small.  Isaac Raymond made a motion to nominate Douglas Small for the award.  Jared Fitts seconded.  Three voted in favor.  Doug Small abstained.

 

Building/Plumbing Inspector License:  Kevin let the Board know he has completed all the courses and renewed his seven-year license for building and plumbing inspector.

 

Retail Marijuana Ordinances:  There was discussion regarding concerns expressed about certain places around town rumored to be in the retail marijuana business.  Kevin said although we have an ordinance prohibiting retail marijuana sales, we couldn’t allow it anyway without a town vote to opt in with the State.  Sales of medical marijuana is legal, but it is handled/licensed by State authority.

 

WARRANT:  Isaac Raymond made a motion to accept the payroll warrant of December 20, 2021 in the amount of $5,442.08. Daniel Frye seconded.  Four voted in favor.

WARRANT:  Isaac Raymond made a motion to accept the payroll warrant of December 27, 2021 in the amount of $5,417.33.  Daniel Frye seconded.  Four voted in favor.

WARRANT:  Isaac Raymond made a motion to accept the accounts payable warrant of December 27, 2021 in the amount of $31,184.36.  Daniel Frye seconded.  Four voted in favor.

 

ADJOURNMENT:  Dan Frye made a motion to adjourn.  Jared Fitts seconded. Four voted in favor.  Meeting adjourned at 8:28 pm.
