Regular Meeting (07-26-2021)

Selectmen Present:               Suzan Rudnicki, Douglas Small, Jared Fitts, Isaac Raymond and Daniel Frye

Town Manager/CEO:           Kevin Howell

Guests Present:                     Glennis McSorley and Toby Pelletier

7:30 PM:   Suzan Rudnicki called the Selectmen’s meeting to order.

MINUTES:  Daniel Frye made a motion to accept the minutes of July 12, 2021 as written Douglas Small seconded.  Four voted in favor.  Suzan Rudnicki abstained as she was not present for that meeting.

 

NEW BUSINESS:

 

Update on Moratorium Ordinance:  Town Manager Kevin Howell gave a recap of the public hearing held on July 22nd and said there was overwhelming support for a retroactive moratorium ordinance.  Kevin said the next step is to review the draft of the Planning Board report at the next meeting, then certify the moratorium ordinance to be voted on at town meeting.

 

Juneteenth – Consideration of New Federal Holiday:  Kevin stated Juneteenth is a new federal holiday and our governor has approved it as a paid holiday for the state.  Juneteenth would fall on June 19th every year, not on Mondays.  Daniel Frye made a motion to recognize Juneteenth as a paid holiday for the Town of Carmel.  Jared Fitts seconded.  Three voted in favor.  Suzan Rudnicki opposed.  Isaac Raymond abstained.

 

Loading Ramp for Town Landing:  There was discussion about installing a loading dock at the Damascus Landing.  Kevin said there will be enough leftover funds from the money budgeted for the rec field storage building if Selectmen want to add an article to the upcoming special town meeting warrant to ask the townspeople if they want to use it.

 

After discussion, Isaac Raymond made a motion to draft an article for the special town meeting warrant to use leftover funds from the rec field storage building to purchase a dock system for the Damascus Landing.  Dan Frye seconded.  Five voted in favor.

 

Revenue Sharing Update:  The Town Manager let the Board know the original estimate he had gotten for this year’s revenue sharing from the state was $$195,000.00 and the number that just came out is $289,000.00.

 

Touch a Truck:  Kevin said he has planned a Touch a Truck community event to be held on August 28, 2021 in the municipal building parking lot.  Many public safety partners and local businesses have signed up to participate.

 

Rec Field Playground Update:  There was discussion regarding the playground at the rec field.  Kevin said he met with the Rec Committee as part of the playground planning process.

 

Wireless Microphone:  Sue Rudnicki asked if we will have a wireless mike available for the special town meeting.  Kevin said he believed he would be able to borrow one.  There was discussion about the possibility of the town purchasing one to have for community events and meetings.

 

WARRANT:  Isaac Raymond made a motion to accept the payroll warrant of July 19, 2021 in the amount of $6,647.92.  Daniel Frye seconded.  Five voted in favor.

WARRANT:  Isaac Raymond made a motion to accept the payroll warrant of July 26, 2021 in the amount of $6,884.42.  Daniel Frye seconded.  Five voted in favor.

WARRANT:  Isaac Raymond made a motion to accept the accounts payable warrant of July 26, 2021. in the amount of $65,854.81.  Daniel Frye seconded.  Five voted in favor.

 

ADJOURNMENT:  Sue Rudnickimade a motion to adjourn.  Dan Frye seconded.  Five voted in favor.  Meeting adjourned at 8:35 pm.
