PUBLIC HEARING – General Assistance Ordinance Hearing: Daniel Frye opened the public hearing for the updates on the Maine Municipal Association model ordinance
general assistance appendices. There were no comments from the floor. Daniel Frye made a motion to close the hearing. Isaac Raymond seconded. Four voted in favor.
7:32 PM: Daniel Frye called the Selectmen’s meeting to order.
MINUTES: Jared Fitts made a motion to accept the minutes of September 13, 2021 as Isaac Raymond seconded. Four voted in favor.
NEW BUSINESS:
Treasurer’s Report: The Town Manager gave the treasurer’s report as of September 27, 2021.
Adoption of MMA Model Ordinance GA Appendices (A-H) for the Period of October 1, 2021 through September 30, 2022: Isaac Raymond made a motion to adopt the amendments to appendices A – H of the MMA General Assistance Ordinance. Daniel Frye seconded. Four voted in favor.
Snowplowing Contract: After discussion, Daniel Frye made a motion to authorize the Town Manager to sign the contract with R & R Lumber Co. for the 2021-2022 snowplowing season. Isaac Raymond seconded. Four voted in favor.
Carmel Days Update: Kevin gave an update on the events scheduled and preparations for Carmel Days, and said it is all coming together very well.
Letter from Sullivan’s Waste/Questionnaire on Proposed Gravel Pit & Rock Quarry Ordinance: The Selectmen and Town Manager reviewed a letter that Sullivan’s Waste had sent out to all their towns regarding trash collection suggestions. Kevin said he would like to mail it out to our residents along with a questionnaire about a proposed gravel pit/rock quarry ordinance. Selectmen had no objections.
Beaver Creek Road Completion/Land Gift: There was discussion regarding Beaver Creek Road, which is now complete, and Gene Clavette has built it to better standards than the town requires. Kevin said Gene is in the midst of drafting a deed for the road to present to Selectmen and suggested adding an article to a town meeting warrant to see if the town will accept the road as completed. Kevin let Selectmen know Gene is also willing to give the town the piece of land that surrounds North Carmel Cemetery, and recommended we accept it.
After discussion, Dan Frye made a motion to authorize the Town Manager to draft a warrant for a special town meeting to accept Beaver Creek Road as a town road, and to accept the gift of land. Isaac Raymond seconded. Four voted in favor.
Roadwork Update: Kevin let the Board know paving on Horseback Road had been postponed because their reclaim machine broke down and they had to wait for parts, but they got started on it again today.
Update on Old Fire Station: The Town Manager stated the old fire station roof will getting done in a couple of weeks. Newport Glass is going to replace broken window panes, and the man-door is going to be replaced.
WARRANT: Jared Fitts made a motion to accept the payroll warrant of September 20, 2021 in the amount of $6,541.32. Isaac Raymond seconded. Four voted in favor.
WARRANT: Jared Fitts made a motion to accept the payroll warrant of September 27, 2021 in the amount of 6,556.98. Daniel Frye seconded. Four voted in favor.
WARRANT: Jared Fitts made a motion to accept the accounts payable warrant of September 27, 2021. in the amount of $69,341.85. Daniel Frye seconded. Four voted in favor.
ADJOURNMENT: Isaac Raymond made a motion to adjourn. Dan Frye seconded. Four voted in favor. Meeting adjourned at 8:39 pm.
