7:30 PM: Daniel Frye called the Selectmen’s meeting to order.
MINUTES: Jared Fitts made a motion to accept the minutes of March 22, 2021 as amended. Douglas Small seconded. Four voted in favor.
NEW BUSINESS:
Open Paving Bids: Selectmen received the following bids for the 2021 paving program:

After discussion, Jared Fitts made a motion to go with Vaughn Thibodeau at $73.37 per ton. Douglas Small seconded. Four voted in favor.
Planning Board Appointment: Jared Fitts made a motion to appoint James C. Stanhope as a Planning Board member for the ensuing five years. Daniel Frye seconded. Four voted in favor.
Health Officer Appointment: Doug Small made a motion to appoint Gladys Swett as Health Officer for the Town of Carmel for the ensuing three years. Isaac Raymond seconded. Four voted in favor.
Municipal Quitclaim Deeds: Jared Fitts made a motion to sign a quitclaim deed and sell property located at Map 8 Lot 21-11 back to Steven Burgoyne. Doug Small seconded. Four voted in favor.
Jared Fitts made a motion to sign a bill-of-sale and sell the mobile home located at 18 Berley’s Drive to Dale Leavitt for $272.00. Daniel Frye seconded. Four voted in favor.
Easter Egg Hunt: Kevin Howell let the Board know the Rec Department hosted an Easter egg hunt on Saturday for Carmel children, and it went very well. It was funded entirely by donations from Billy Hartt, Billy Cichocki and many residents who donated candy.
American Rescue Plan (Federal COVID-19 Bill): Kevin said there is no new information regarding the municipal stimulus, as the treasury department is still writing the guidelines.
Village Garage Drainage/Tree: Kevin stated he met with the contractor to look at the garage in the village, and he could see where the water comes in through the boiler room and where it goes out. Kevin asked if there would be any objections to taking the tree down that is between Doug’s property, the Masonic Lodge and the garage. Selectmen had no objections, and Kevin said he would check with the Masonic Lodge.
Public Works: Kevin let Selectmen know Sonny Sewall started back to work this week, and Willie Dunton will be back next week.
Road Postings: There was discussion about when the road postings will be lifted, and Kevin said they could be lifted next week if the forecast goes well.
Horseback Road Excavation: The Town Manager stated the property owner at 500 Horseback Road has been excavating gravel on his property near the road, the pond and the stream. Kevin said he has been in contact with D.E.P. and D.O.T. So far, the digging is legal but Kevin will keep an eye on it.
WARRANT: Isaac Raymond made a motion to accept the payroll warrant of March 29, 2021 in the amount of $5,003.15. Jared Fitts seconded. Four voted in favor.
WARRANT: Isaac Raymond made a motion to accept the accounts payable warrant of March 29, 2021 in the amount of $13,979.12. Jared Fitts seconded. Four voted in favor.
WARRANT: Isaac Raymond made a motion to accept the payroll warrant of April 5, 2021 in the amount of $11,452.91. Jared Fitts seconded. Four voted in favor.
WARRANT: Isaac Raymond made a motion to accept the accounts payable warrant of April 5, 2021 in the amount of $233,206.63. Jared Fitts seconded. Four voted in favor.
OTHER BUSINESS:
Rec Field Snack Shack Dedication: Isaac Raymond asked if we have ever dedicated the snack shack at the Rec Complex to Andy DeRaspe. Doug Small said Andy donated all the materials and built the shack. Kevin said he would have a design for a plaque made up for the Selectmen’s approval.
