Regular Meeting (09-28-2020)

Selectmen Present:                Suzan Rudnicki, Douglas Small, Isaac Raymond and Daniel Frye

7:30 PM:  Suzan Rudnicki opened the Public Hearing:  To Consider Adopting the MMA Model Ordinance G.A. Appendices (A-H) for the Period of October 1, 2020 to September 30, 2021

 

Kevin Howell said each year by October 1st we have to adopt any changes made to the MMA General Assistance Ordinance, which are usually just updates to the income maximums.  Kevin stated there have been no public comments submitted to him.

 

Suzan Rudnick closed the public hearing.

 

7:33 PM:  Suzan Rudnick called the Selectmen’s meeting to order.

 

MINUTES:  Douglas Small made a motion to accept the minutes of September 14, 2020 as written Daniel Frye seconded.  Four voted in favor.

 

NEW BUSINESS:

 

Consideration of Adoption of MMA Model GA Ordinance 10/20 – 9/21:  Suzan Rudnicki made a motion to adopt the 2020 – 2021 MMA Model General Assistance Ordinance for updates to appendices A through H.  Daniel Frye seconded.  Four voted in favor.

 

Consideration of 2020 – 2021 /Snowplowing Contract:  After discussion, Daniel Frye made a motion to authorize the Town Manager to sign the 2020 – 2021 snowplowing contract with R&R Lumber Company at $4,625.00 per mile for $185,000.00.  Isaac Raymond seconded.  Four voted in favor.

 

November 3rd General Election Logistics/Location:  There was discussion about the location for the November 3rd polling place, and it was decided to continue having it at Golden Harvest Grange Hall.  Additional parking will be available at C.A. Newcomb & Sons Fence & Guardrail Company.

 

Election Grant Opportunity:  The Town Manager said he found a grant opportunity for $5,000.00 to buy personal protective equipment and supplies for elections.  He applied for it and it has been approved.

 

Discussion of Acceptance of Brooks Boulevard Process:  Kevin said that to request a road be accepted as a town road, the applicant must build the road to town specs, create a deed for the road and then submit it to the Selectmen for approval to be put on a town meeting warrant.  Kevin let the Board know that Brooks Boulevard in Tom Appleby’s subdivision has been completed, and he will be coming to the town in the near future to submit it to Selectmen.

 

Rec Field Vandalism:  Doug Small asked if there was any news about damages to the Rec Field 

  1.   Kevin said there has been some vandalism, and it is being investigated.

 

Solar Farm:  Sue Rudnicki asked what the solar farm in Dale Leavitt’s field is about.  Kevin said the solar company will lease the land and it will be fenced in if they are approved.  They will be producing renewable energy and putting electricity into the grid so that Central Maine Power customers will have an option for discounted electricity costs.

 

WARRANT:  Isaac Raymond made a motion to accept the payroll warrant of September 21, 2020 in the amount of $5,970.16.  Dan Frye seconded.  Four voted in favor.

WARRANT:  Isaac Raymond made a motion to accept the payroll warrant of September 28, 2020 in the amount of $5,747.62.  Dan Frye seconded.  Four voted in favor.

WARRANT:  Isaac Raymond made a motion to accept the accounts payable warrant of September 28, 2020 in the amount of $372,235.83.  Dan Frye seconded.  Four voted in favor.

 

ADJOURNMENT:  Sue Rudnicki made a motion to adjourn.  Isaac Raymond seconded. Four voted in favor.  Meeting adjourned at 8:38 pm.
