7:30 PM: Suzan Rudnicki called the meeting to order.
MINUTES: Daniel Frye made a motion to accept the minutes of August 10, 2020 as written Isaac Raymond seconded. Four voted in favor. Jared Fitts abstained as he was not present for that meeting.
MINUTES: Jared Fitts made a motion to accept the minutes of August 24, 2020 as written Daniel Frye seconded. Three voted in favor. Suzan Rudnicki and Isaac Raymond abstained as they were not present for that meeting.
NEW BUSINESS:
Award Presentation: Melissa Doane and Jay Feyler of Maine Town & City Clerk’s Association surprised Town Manager Kevin Howell and presented him with the 2021 MTCMA Leadership Award.
Election/Ballot Clerk Appointment: Jared Fitts made a motion to appoint Penelope J. Porter as an election/ballot clerk for 2020 – 2022. Douglas Small seconded. Five voted in favor.
Municipal Quitclaim Deed for Gary Prescott: Douglas Small made a motion to sign a municipal quitclaim deed for Gary E. Prescott for property located at 196 Bemis Road in Carmel. Isaac Raymond seconded. Five voted in favor.
Treasurer’s Report: The Town Manager gave the treasurer’s report as of September 14, 2020, and let the Board know he would start working on the 2021 budget next month.
Update on Dunham Junkyard: Kevin gave an update on Stephen Dunham’s junkyard, and said he had Leonard’s Automotive haul off every unregistered vehicle that was there. There is still other junk there, and Mr. Dunham has thirty days to get that cleaned up.
Paving Update: The Town Manager said this year’s paving is done. The project came in under budget and he was able to pave Hinckley Hill Road, which was not part of the original bid.
Eagle Scout Project at Rec Field: The Town Manager stated he built a gate for the entrance at the story walk and helped Noah St. Pierre put it up as part of his Eagle Scout project at the Rec Field.
WARRANT: Isaac Raymond made a motion to accept the payroll warrant of August 31, 2020 in the amount of $5,158.12. Jared Fitts seconded. Five voted in favor.
WARRANT: Isaac Raymond made a motion to accept the payroll warrant of August 31, 2020 in the amount of $678.20. Jared Fitts seconded. Five voted in favor.
WARRANT: Isaac Raymond made a motion to accept the accounts payable warrant of August 31, 2020 in the amount of $17,946.16. Jared Fitts seconded. Five voted in favor.
WARRANT: Isaac Raymond made a motion to accept the payroll warrant of September 8, 2020 in the amount of $10,441.19. Jared Fitts seconded. Five voted in favor.
WARRANT: Isaac Raymond made a motion to accept the payroll warrant of September 14, 2020 in the amount of $5,823.79. Jared Fitts seconded. Five voted in favor.
WARRANT: Isaac Raymond made a motion to accept the accounts payable warrant of September 14, 2020 in the amount of $289,371.00. Jared Fitts seconded. Five voted in favor.

OTHER BUSINESS:
Solar Farm: Kevin said the Planning Board has an application for a proposed solar farm on Route 2 in Dale Leavitt’s field. There will be a public hearing at the next Planning Board meeting on October 5, 2020.
NEW BUSINESS:
Schedule Date for Public Hearing – General Assistance Ordinance Adoption: Suzan Rudnicki made a motion to schedule September 28, 2020 for a public hearing on the revised General Assistance Ordinance. Jared Fitts seconded. Five voted in favor.
