7:30 PM: Suzan Rudnicki called the meeting to order.
MINUTES: Douglas Small made a motion to accept the minutes of December 30, 2019 as written Isaac Raymond seconded. Three voted in favor. Suzan Rudnicki abstained as she was not present for that meeting.
MINUTES: Douglas Small made a motion to accept the minutes of January 6, 2020 as written Isaac Raymond seconded. Three voted in favor. Jared Fitts abstained as he was not present for that meeting.
NEW BUSINESS:
Fire Chief Appointment: Jared Fitts made a motion to appoint Ralph Shaw as Fire & Rescue Chief for the Town of Carmel for the year 2020. Douglas Small seconded. Four voted in favor.
Rec Director Appointment: Jared Fitts made a motion to appoint Deidra McIntosh as Recreation Director for the Town of Carmel for the year 2020. Isaac Raymond seconded. Four voted in favor.
Proposed Ordinance Amendment Certification: Isaac Raymond made a motion to sign the proposed ordinance amendment certification for the proposed March 2020 amendment to the Town of Carmel’s Land Use/Zoning Ordinance. Jared Fitts seconded. Four voted in favor.
OLD BUSINESS:
2020 Budget: The Town Manager gave Selectmen updated budget packets for discussion at the January 27, 2020 meeting. He also stated the Budget Committee unanimously approved it at their meeting on Wednesday.
Tax Acquired Properties: There was discussion regarding disposition of the tax acquired property located at 331 Damascus Road. Isaac Raymond made a motion to put it out to bid and have the bids due in three weeks. Jared Fitts seconded. No vote taken. Motion died.
After further discussion, Jared Fitts made a motion to put it out to bid and have the bids due by 5:00 pm on March 16, 2020, to be opened at the March 16th Selectmen’s meeting. Doug Small seconded. Four voted in favor.
NEW BUSINESS:
Irish Road Culvert/Drainage: The Town Manager let the Board know someone deliberately blocked the same culvert that was blocked in December. Deputy Jon Carson is looking into it. There was detailed discussion about drainage in that area. Kevin said he would like to have an engineer look at it to see if it will affect the road (it hasn’t yet). Selectmen had no objections.
WARRANT: Jared Fitts made a motion to accept the payroll warrant of January 13, 2020 in the amount of $4,642.84. Doug Small seconded. Four voted in favor.
WARRANT: Jared Fitts made a motion to accept the accounts payable warrant of January 13, 2020 in the amount of $194,974.38. Doug Small seconded. Four voted in favor.
ADJOURNMENT: Sue Rudnicki made a motion to adjourn. Jared Fitts seconded. Four voted in favor. Meeting adjourned at 8:50 pm.
