Regular Meeting (08-24-2020)

Selectmen Present:                Jared Fitts, Douglas Small and Daniel Frye

Absent:                                   Suzan Rudnicki and Isaac Raymond

Town Manager/CEO:           Kevin Howell

Rec Secretary (Remote):      Coreen Sylvester

7:30 PM:  Jared Fitts called the meeting to order.

MINUTES:  Voting on the minutes of August 10, 2020 was tabled as there were not enough Selectmen present who attended that meeting.

 

NEW BUSINESS:

 

Election/Ballot Clerk Appointments:  Daniel Frye made a motion to appoint Robert R. Sibley and John Pickles as election/ballot clerks for 2020 – 2022.  Douglas Small seconded.  Three voted in favor.

 

Cemetery Trees:  Town Manager Kevin Howell let the Board know there are a couple of trees in Highland Cemetery he has to take down, with the blessing of the lot owners.  After discussion, Daniel Frye made a motion to authorize the Town Manager to use money from the Cemetery Reserve account from tree removal at Highland Cemetery.  Jared Fitts seconded.  Three voted in favor.

 

Rec Field Buildings:  There was discussion regarding Kevin Howell’s proposal to remove old buildings at the Rec Field and build one building to serve all the recreation department needs.  Selectmen had no objection to Kevin continuing to look into it and get firmer cost estimates.

 

Old Fire Station:  The Board asked if there was anything new regarding work on the old fire Kevin stated it is on hold as he is working on finalizing the easement with the Masonic Lodge.

 

Fire Pond Behind Town Office:  Kevin said the fire pond renovation came out very well, and should eliminate the problem of silt being sucked into the fire hydrant.

 

Eagle Scout Project at Rec Field:  The Town Manager stated .Noah St. Pierre has completed his Eagle Scout project at the Rec Field, and we now have a completed walking trail all the way around the Rec Field. 

 

2020 Paving:  Kevin gave an update on the paving that has been done, and said it will be finished soon.

 

Dunham Junkyard:  Kevin said the next step involving the Dunham junkyard case is for the Selectmen to authorize the Town Manager to enter the property and, once the thirty days ordered by the court has expired, notify Stephen Dunham and Patricia St. Louis the town will be cleaning it up.  Doug Small made a motion to authorize the Town Manager to enter Patricia St. Louis’ property to notify Mrs. St. Louis and Mr. Dunham the town will be cleaning up the property and billing them for the costs.  Jared Fitts seconded.  Three voted in favor.

 

WARRANT:  Jared Fitts made a motion to accept the payroll warrant of August 17, 2020 in the amount of $6,041.57.  Dan Frye seconded.  Three voted in favor.

WARRANT:  Jared Fitts made a motion to accept the payroll warrant of August 24, 2020 in the amount of $5,521.58.  Dan Frye seconded.  Three voted in favor.

WARRANT:  Jared Fitts made a motion to accept the accounts payable warrant of August 24, 2020 in the amount of $219,471.10.  Dan Frye seconded.  Three voted in favor.

 

ADJOURNMENT:  Dan Frye made a motion to adjourn.  Doug Small seconded. Three voted in favor.  Meeting adjourned at 8:18 pm.
