7:30 PM: Suzan Rudnicki called the meeting to order.
MINUTES: Suzan Rudnicki made a motion to accept the minutes of April 20, 2020 as written: Douglas Small seconded. Three voted in favor. Suzan Rudnicki abstained as she was not present for that meeting.
NEW BUSINESS:
Treasurer’s Report: The Town Manager gave the treasurer’s report as of May 11, 2020.
Update on COVID-19 Crisis: Kevin Howell gave an update on the COVID-19 situation and let the Board know we are still conducting business without letting people in the building.
Humane Society Contract: After discussion, Suzan Rudnicki made a motion to authorize the Town Manager to sign the Bangor Humane Society contract renewal for one year. Douglas Small seconded. Four voted in favor.
Permit for Storm Debris at Salt Shed: Kevin let the Board know he applied to the D.E.P. for the salt shed to be permitted as a debris storage site, and the letter of approval is included in this week’s packet. Kevin said we are letting residents deposit their debris from the April storm at the salt shed, and in order to store that much debris we needed approval.
Danforth’s Donation: The Town Manager stated a very generous resident, Nancy Dysart, donated twenty $50 Danforth’s gift certificates to help people in our community.
MMA Safety Enhancement Grant: Kevin said this year the Fire Department applied for the MMA Safety Enhancement Grant that Kevin got last year for the Public Works department. It was awarded, and they are going to purchase some new ice water suits.
Monthly Fire Department Report: The Selectmen and Town Manager went over the monthly fire department report. There were 67 calls in April, which is the most calls they have ever had in a month.
Billing Procedure for Fire Calls: Kevin stated we have received approximately $12,000.00 in revenues for accidents and fire calls and said our billing agency recommends we put our billing procedure into our standard operating procedures. After discussion, Suzan Rudnicki made a motion to adopt the updated Standard Operating Procedures for the billing and restitution policy for Carmel Fire & Rescue Department. Douglas Small seconded. Four voted in favor.
School Generator Disposition: Kevin stated the elementary school is replacing the generator at the school. The old generator belongs to the town, it works but it is so old it would be difficult to find anyone to service it. After discussion, Isaac Raymond made a motion to put the generator out to bid. Doug Small seconded. Four voted in favor.
Rec Field and Highland Cemetery Storm Damage Cleanup: Kevin let the Board know he had used his tractor to clean up the rec field and Highland Cemetery. It took about three weeks, but they look great.
Senior Spotlight Project: The Town Manager let Selectmen know he has instituted the Senior Spotlight Project on facebook. This is to recognize high school seniors who are not having their normal graduation, and it has been very successful.
Carmel Cares Face Mask Project: Kevin said people are donating material and/or sewing face masks for Carmel residents. There are baskets at the town office and at the Village Market for residents to take.
Carmel Days Status: Kevin stated we are not going to put Carmel Days on this year. Most vendors and entertainment have to be booked well in advance, and he is not comfortable asking for sponsorships as we cannot schedule anything without knowing when we’ll be able to have large gatherings.
Town Manager ‘Vacation’: Kevin said he is not making a formal request for vacation, but at some point he intends to take a few days off if/when he can. Selectmen had no objections.
Update on Storm Cleanup/Tire Disposal: The Town Manager said because there was so much brush from the April storm, we had to get permitted from D.E.P. to allow residents to bring brush to the salt shed. Because there was so much brush, Kevin changed the tire collection to curbside the same day as spring cleanup, and he plans to have curbside tire collection during fall cleanup.
WARRANT: Isaac Raymond made a motion to accept the payroll warrant of April 27, 2020 in the amount of $5,895.72. Doug Small seconded. Four voted in favor.
WARRANT: Isaac Raymond made a motion to accept the payroll warrant of May 4, 2020 in the amount of $10,290.15. Doug Small seconded. Four voted in favor.
