7:30 PM: Suzan Rudnicki called the meeting to order.
NEW BUSINESS:
Penobscot County (Sheriff Contract): Sheriff Troy Morton introduced Chief Deputy William Sheehan, and they gave a summary of the services we receive from the Sheriff's Department by having a contract with them for full-time deputy coverage. Sheriff Morton stated that if we did not have a contract, we would be served by a zone deputy who covers six to eight towns, or by a state trooper at times. One option would be to partner with another town for a contract, but we could lose more than half the coverage time if there are more calls in the other town. We could go with a part-time deputy, but State statutes will not allow part-time law enforcement officers to cover certain crimes. The Sheriff gave a breakdown of costs, and said they do everything they can to keep the costs as low as possible.
John Luce made a motion to authorize the Town Manager to sign the Penobscot County Law Enforcement contract for July 2015 through June 2016. Earlyn Bowers seconded. Four voted in favor.
MINUTES: Earlyn Bowers made a motion to accept the minutes of May 4, 2015 as written. John Luce seconded. Four voted in favor.
ROAD COMMISSIONER/TAX COLLECTOR/TOWN MANAGER REPORT:

Town Manager Tom Richmond stated we have the tree truck this week, are cleaning up brush, including the area on Route 2 near the hydrant close to the Hermon town line. Tom said he has spoken to the owner who is concerned about people parking there and partying. Tom told him we will post no parking and no littering signs there.

There was discussion about this year's road work on Irish Road.
3. Suzan Rudnicki asked how Code Enforcement Officer Kevin Howell is doing. Tom said he is doing well, and is going to school next week.
NEW BUSINESS:
Social Media Policy: Tom explained that our insurance company has requested we institute a policy to control the internet use of town computers. After reviewing the proposed policy, Earlyn Bowers made a motion to accept the Town of Carmel Maine Computer Use Policy, changing 'Select Board' to 'Town Manager' throughout. Suzan Rudnicki seconded. Four voted in favor.
Tax-Acquired Properties: Sue Rudnicki made a motion to put William J. and Melissa J. Mixer's property located on Map 5 Lot 18-4 out to bid unless all taxes are paid in full before auction time. Earlyn Bowers seconded. Four voted in favor.
Tom Richmond stated Douglas Schmidt had called to say he had sold his property at 28 Trail's End, but did not give us the name of the buyer, and no deed has been recorded at Penobscot County Registry of Deeds. Sue Rudnicki made a motion to put Douglas Schmidt's property located on Map 10 Lot 11-1 out to bid. Earlyn Bowers seconded. Four voted in favor.
John Luce made a motion to put Paulyne McBrine's property located at 3 Ash Hill Road on Map 5 Lot 5 out to bid. Earlyn Bowers seconded. Four voted in favor.
John Luce made a motion to put Anne Tucker's property located on Map 5 Lot 31N out to bid. Earlyn Bowers seconded. Four voted in favor.
WARRANT: Earlyn Bowers made a motion to accept the Full-time fireman’s payroll warrant of May 11, 2015 in the amount of $828.07. Joe Pelletier seconded. Four voted in favor.
WARRANT: Earlyn Bowers made a motion to accept the payroll warrant of May 11, 2015 in the amount of $4,409.60. Joe Pelletier seconded. Four voted in favor.
WARRANT: Earlyn Bowers made a motion to accept the accounts payable warrant of May 11, 2015 in the amount of $15,765.06. Joe Pelletier seconded. Four voted in favor.
