Regular Meeting (06-15-2015)

Selectmen Present:                Suzan Rudnicki, Douglas Small, John Luce, Joseph Pelletier and Earlyn Bowers 

Town Manager:                    Tom Richmond 

Recording Secretary:            Coreen Sylvester 

7:59 PM: Suzan Rudnicki called the meeting to order. 

MINUTES:  John Luce made a motion to accept the minutes of June 1, 2015 as written. Earlyn Bowers seconded.  Five voted in favor. 

NEW BUSINESS:   

Estimates for Replacing Oil Tanks at Municipal Building:  Selectmen received estimates of $2,950.00 from AAA Energy and $2,312.90 from A.E. Robinson.  Joe Pelletier made a motion to go with A.E. Robinson to replace the oil tanks.  Earlyn Bowers seconded.  Five voted in favor. 

ROAD COMMISSIONER/TAX COLLECTOR/TOWN MANAGER REPORT: 

  1. The Town Manager stated that D.O.T. called today to say they had received a complaint from one of their employees regarding the way the town is doing the work at the corner of Irish Road and Route 2. Tom said he told them to wait until it is finished and they will see it is done right. 

  2. Tom let the Board know King's Lane has become impassable in the spring, so we put a bunch of bony gravel and an under-drain in. We are going to grade the road and put surface gravel on it 

  3. Tom stated we have done some ditching on Garland Road and Marcho Road, but we will have to slow down on ditching until Irish Road is finished to see if we have funds left for any more. 

  4. There was discussion about rearranging the office during the vault expansion, which is scheduled to begin on June 29th.

CODE ENFORCEMENT OFFICER REPORT:  The Town Manager stated he had sent Kevin  Howell with a deputy today to serve Steve Dunham with a notice to clean up his   junkyard, and they were told to get off his property. 

NEW BUSINESS: 

New Fire Truck:  Earlyn Bowers made a motion to give authorization to buy the specked out  Ferrara fire truck.  Suzan Rudnicki seconded.  Joe Pelletier asked if he could get a copy of the specs before voting.  Motion tabled until Tom can get a copy of the specs to Joey.  No vote taken, motion died. 

Vault Expansion:  Earlyn Bowers made a motion to authorize Tom Richmond to sign a contract with Ralph McNaughton, Inc. to install the vault, not to exceed $33,000.00.  Joe Pelletier  econded.  Five voted in favor. 

Cemetery Grubs:  Tom explained that grubs from Japanese beetles have infested about a third of Highland Cemetery, and Magic Carpet Gold has give us a price of $3,500.00 to spread grub killer and get rid of them.  Sue Rudnicki made a motion to spread grub killer at Highland Cemetery, as long as it is non-toxic.  John Luce seconded.  Five voted in favor.

WARRANT:  John Luce made a motion to accept the Full-time fireman’s payroll warrant of June 8, 2015 in the amount of $828.07.  Joe Pelletier seconded.  Five voted in favor. 

WARRANT:  John Luce made a motion to accept the payroll warrant of June 8, 2015 in the amount of $17,195.82.  Doug Small seconded.  Five voted in favor. 

WARRANT:  John Luce made a motion to accept the accounts payable warrant of June 8, 2015 in the amount of $143,615.67.  Joe Pelletier seconded.  Five voted in favor.

WARRANT:  John Luce made a motion to accept the Full-time fireman’s payroll warrant of June 15, 2015 in the amount of $828.07.  Doug Small seconded.  Five voted in favor. 

WARRANT:  John Luce made a motion to accept the payroll warrant of June 15, 2015 in the amount of $4,268.90.  Doug Small seconded.  Five voted in favor. 

WARRANT:  John Luce made a motion to accept the accounts payable warrant of June 15, 2015 in the amount of $25,440.95.  Joe Pelletier seconded.  Five voted in favor. 

OTHER BUSINESS:  Town Manager Vacation Request:  Tom requested July 6th through 17th as vacation.  Sue Rudnicki made a motion to approve the Town Manager's vacation   from July 6th - 17th.  Earlyn Bowers seconded.  Five voted in favor. 

ADJOURNMENT:   Joe Pelletier made a motion to adjourn.  Sue Rudnicki seconded. Five voted in favor.  Meeting adjourned at 8:57 pm.
