NEW BUSINESS:
Assistant Town Manager: Earlyn Bowers noted that while Tom was on vacation a few challenges came up, and Assistant Manager Julia Pike handled them well.
Boston Post Cane: Julia gave Selectmen a draft of proposed Boston Post Cane Recipient Guidelines. Julia stated the last recipient of the cane died in 2000, and nothing has been done with it since. Julia stated there is some research to be done to determine who should have been recipients since then, and she would like to give them certificates. The current recipient would receive a token such as a lapel pin, with the cane staying at the Town Office. After discussion, Earlyn Bowers made a motion to accept the Boston Post Cane Recipient Guidelines. John Luce seconded. Three voted in favor.
Lt Sean Hashey (Maine State Police): Tom explained that Lt. Sean Hashey has been putting together a letter to commend emergency personnel for their work at the February 25 mass casualty accident on the interstate. Lt. Hashey had intended to come to tonight's meeting to give Carmel Fire Department's letter to Chief Simpson in person, but did not make it to the meeting.
Jaws of Life: Fire Chief Ryan Simpson gave the Board a copy of a $500 check the Fire Department received from Realty of Maine towards the purchase of a new Jaws of Life. Ryan stated our Jaws of Life, which was donated to us years ago by the Town of Newport, was worn out the day of the mass accident on the interstate in January, and we can get a new set with a partial donation from another company. Ryan said he has written a grant request, but hasn't heard yet if we've gotten it.
Tom Richmond stated we have approximately $261,000.00 in the ambulance equipment account; we should wait a while to see if we get a grant, but we could purchase a set partly from the Fire Department account and partly from the equipment account.
After discussion, Earlyn Bowers made a motion that if the Fire Department agrees to it, we spend $5,000.00 from the Fire Department current account and the balance from equipment reserve if needed. John Luce seconded. Three voted in favor.
EXECUTIVE SESSION: Suzan Rudnicki made a motion to go into executive session pursuant to 1MRSA §405(6)(A) to discuss a personnel matter with Fire Chief Ryan Simpson and Fireman Darren Corriveau. John Luce seconded. Three voted in favor. Selectmen went into executive session at 7:55 pm. Selectmen reconvened in regular session at 8:25 pm. No action taken, informational only.
Faulkner Property (Tax-Acquired): Tom explained that he had let Bobbie-Jo Faulkner know he had spoken with her mortgage holder's attorney, and that the mortgage holder wants to pay off the taxes and then plans to foreclose on the mortgage.
Town Office Roof: The Town Manager let the Board know Troy Weeks had given him an estimate of $21,000.00 to do the Town Office roof, but said there are a lot of pipes and other things on the roof that should be replaced before doing the roof. The estimate did not include the cost of replacing the pipes. After discussion, Selectmen decided to put it out to bid.
Bangor Humane Society Contract: John Luce made a motion to authorize the Town Manager to sign the Bangor Humane Society animal shelter contract. Earlyn Bowers seconded. Three voted in favor.
Municipal Building Oil Tanks: Tom stated that while he was on vacation, the oil tanks plugged up again at a cost of $483.34. It also happened at the end of January at a cost of $854.61, and he thinks the tanks should be replaced. No action taken.
Fire Truck Breakdown: Tom stated we are down to one fire truck, the old tanker. The poly tank on the big truck is cracked, and it is in Brunswick for repair.
Code Enforcement Officer Applications: The Town Manager stated he had received two applications for the code enforcement officer position; one was from Robert Wild of Dixmont. Mr. Wild is a licensed plumbing inspector, but has never been a code enforcement officer.
The other was from Jeff Hand of Carmel. Mr. Hand has no experience as a code enforcement officer, but is very interested in the position and is willing to take the necessary classes to become certified.
Suzan Rudnicki made a motion to appoint Jeffrey Hand as Code Enforcement Officer for the Town of Carmel. Earlyn Bowers seconded. Two voted in favor. One abstained. Motion died. Selectmen decided to discuss the position next week when more members are present.

OTHER BUSINESS: Mildred Dunham Tax-Acquired Property: Tom stated Mildred Dunham had called today to see if the Town would accept a payment of $1,000.00 toward her past-due taxes. Tom stated that would pay off almost three years' worth of the taxes, and recommended accepting it. Selectmen agreed to accept the payment.
