7:30 PM: Joseph Pelletier called the meeting to order.
MINUTES: Voting on the minutes of September 28, 2015 was tabled as there were not enough members present who attended that meeting.
TOWN MANAGER/ROAD COMMISSIONER/TAX COLLECTOR’S REPORT:

Tom Richmond stated there have been no responses to the reminder letters we sent out last week to people who have gotten behind on their payment arrangements.
2. Tom let the Board know that B&B Paving doesn't have time to do our paving, so they contacted Hopkins Paving and they agreed to do it for us.
NEW BUSINESS:
General Assistance Ordinance Hearing: The Town Manager explained that every October the State gives us new income guidelines for general assistance, and we have to adopt them. Earlyn Bowers made a motion to sign the new General Assistance Ordinance with updated appendices for 2015-2016. Joe Pelletier seconded. Three voted in favor.
Sign Quitclaim Deed for William Cichocki: Earlyn Bowers made a motion to sign the quitclaim deed for William Cichocki. Joe Pelletier seconded. Three voted in favor.
Auditor Engagement Letter: Earlyn Bowers made a motion to authorize the Town Manager to sign a contract with RHR Smith & Co to do our 2015 audit. Joe Pelletier seconded. Three voted in favor.
CODE ENFORCEMENT OFFICER REPORT: Tom explained that Kevin Howell is in Massachusetts this week for building officials training. Tom let Selectmen know that while he was sorting through files, Kevin found paperwork from 2006 where the court had ordered Stephen Dunham to come into compliance with his junkyard or lose his towing license. Tom said he has spoken with our lawyer who said he doesn't think we would have to start the court process over, but should be able to continue with the 2006 court order. Doug Small made a motion to authorize the Town Manager to get a court order for the violation of the 2006 court order. Earlyn Bowers seconded. Three voted in favor.
Treasurer's Report: The Town Manager gave the Treasurer's Report as of September 30, 2015.
Trash Disposal: Tom stated he is trying to put together a meeting with the other town managers in Penobscot County and have someone from Municipal Review Committee (MRC) at the meeting to get more information on mainstream trash disposal/recycling. We have to decide before 2018 whether to stay with Penobscot Energy Recovery (PERC) for trash disposal or find an alternative.
WARRANT: Earlyn Bowers made a motion to accept the Full-time fireman’s payroll warrant of October 5, 2015 in the amount of $828.07. Joe Pelletier seconded. Three voted in favor.
WARRANT: Earlyn Bowers made a motion to accept the payroll warrant of October 5, 2015 in the amount of $3,884.28. Joe Pelletier seconded. Three voted in favor.
WARRANT: Earlyn Bowers made a motion to accept the accounts payable warrant of October 5, 2015 in the amount of $174,860.10. Doug Small seconded. Three voted in favor.
OTHER BUSINESS: Tom stated a salesman from the Bobcat company we rented the skidsteer from this year asked if he could come to a Selectmen's meeting to give his spiel on the benefits of purchasing a skidsteer from them. Selectmen decided we are better off to continue renting one for now.
ADJOURNMENT: Doug Small made a motion to adjourn. Joe Pelletier seconded. Three voted in favor. Meeting adjourned at 8:00 pm.
