Regular Meeting (06-22-2015)

Selectmen Present:                Suzan Rudnicki, John Luce, Earlyn Bowers and Joseph Pelletier

Absent:                                   Douglas Small

Town Manager:                    Tom Richmond

Guests Present:                      Fire Chief Ryan Simpson, Fireman Darren Corriveau, Glennis McSorley and Toby Pelletier

7:30 PM: Suzan Rudnicki called the meeting to order.

MINUTES: Earlyn Bowers made a motion to accept the minutes of June 15, 2015 as written. Joe Pelletier seconded. Four voted in favor.

CODE ENFORCEMENT OFFICER REPORT: Tom stated he had sent Code Enforcement Officer Kevin Howell to Stephen Dunham’s to take pictures.

Tom let the Board know there is going to be an Appeals Board hearing for the library expansion.

NEW BUSINESS:

New Fire Truck: Earlyn Bowers made a motion to allow the Town Manager to sign a contract with Ferrara for a new fire truck. Sue Rudnicki seconded. Four voted in favor.

Penobscot Regional Communications Center (PRCC) Dispatch Problems: Fire Chief Ryan Simpson stated the communication with the channel dispatch requires us to use is terrible,  and PRCC will not allow us to use a different channel. He has had Atlantic  Communications come out and check our radios and pagers, and they are working fine. Ryan said he has been into PRCC ten or twelve times in the past month to try to resolve   the problem. Tom stated he has also gone into the County Commissioners/ and the  County Manager's offices. He has called the Regional Director three times, and he has  not returned any of his calls.

Sue Rudnicki made a motion to authorize Tom Richmond to have the Town's attorneys,  Bernstein, Shur, Sawyer & Nelson, draft a letter to the County Commissioners. Earlyn Bowers seconded. Three voted in favor. Joe Pelletier abstained.

Public Notice Sign at Other End of Town: Sue stated that if we put another sign in the area  near Ye Ole General store, she will take care of keeping the notices updated. John stated that the newsletter goes to every household in town, and anyone who is interested will get  their information from that. Those who are not interested are not any more likely to read   a sign, or they might go off the road trying to read it. 

Joe Pelletier asked if we could use public access tv. Tom said he would check our current Time Warner contract to see if that is an option for us.

Vault Expansion: Tom stated they are going to start working on the vault next Monday; we will be moving the office out into the meeting room this Friday.

WARRANT: John Luce made a motion to accept the Full-time fireman’s payroll warrant of June 22, 2015 in the amount of $828.07. Earlyn Bowers seconded. Four voted in favor.

WARRANT: John Luce made a motion to accept the payroll warrant of June 22, 2015 in the amount of $4,694.54. Earlyn Bowers seconded. Four voted in favor.

WARRANT: John Luce made a motion to accept the accounts payable warrant of June 22, 2015 in the amount of $8,341.62. .Earlyn Bowers seconded. Four voted in favor.

OTHER BUSINESS: Town Meeting Voting: Sue asked why we can't have absentee balloting for Town Meeting. Tom said because it is a floor vote. Joe asked if we could have a  referendum vote. Tom said some towns do, but it is a lot of work.

ADJOURNMENT: John Luce made a motion to adjourn. Earlyn Bowers seconded. Four voted in favor. Meeting adjourned at 8:11 pm.
