7:30 PM: Suzan Rudnicki called the meeting to order.
MINUTES: Earlyn Bowers made a motion to accept the minutes of September 21, 2015 as written. John Luce seconded. Four voted in favor.
NEW BUSINESS:
Open T.A.P. Bids: Selectmen received the following bids for property located off Hampden Road on Map 5 Lot 18-4: Lawrence Butera $6,126.00 and William Cichocki $8,500.00. Suzan Rudnicki made a motion to award the bid to William Cichocki for $8,500.00. Earlyn Bowers seconded. Four voted in favor.
TOWN MANAGER/ROAD COMMISSIONER/TAX COLLECTOR’S REPORT:

Tom Richmond let the Board know we sent out reminder letters this week to people who have gotten behind on their payment arrangements.
CODE ENFORCEMENT OFFICER REPORT: Kevin Howell let the Board know he is going to a 3-day Municipal Building Officials seminar in Massachusetts next week. Kevin stated Stephen Dunham's deadline for cleaning up his junkyard is October 4, 2015, and after that we will have to decide whether to use the lawyer. Tom asked if the Board would like to send a letter to the Sheriff's Department asking them to remove Mr. Dunham from the call list for towing. Selectmen agreed to have Tom draft a letter for Suzan Rudnicki to sign.
NEW BUSINESS:
Sale of Engine 421: Sue Rudnicki made a motion to have Tom look into selling 421 or finding someone to broker it. John Luce seconded. Four voted in favor.
EXECUTIVE SESSION: Suzan Rudnicki made a motion to go into executive session pursuant to 1MRSA § 405(6A) to discuss a personnel matter. Earlyn Bowers seconded. Four voted in favor. Selectmen went into executive session at 7:50 pm. Selectmen reconvened in regular session at 8:43 pm. No action taken, informational only.
Town Manager's Evaluation & Contract: John Luce made a motion to sign the employment agreement with Tom Richmond for another year. Doug Small seconded. Four voted in favor.
WARRANT: John Luce made a motion to accept the Full-time fireman’s payroll warrant of September 28, 2015 in the amount of $828.07. Earlyn Bowers seconded. Four voted in favor.
WARRANT: John Luce made a motion to accept the payroll warrant of September 28, 2015 in the amount of $3,932.78. Earlyn Bowers seconded. Four voted in favor.
WARRANT: John Luce made a motion to accept the accounts payable warrant of September 28, 2015 in the amount of $33,329.71. Earlyn Bowers seconded. Four voted in favor.
