Regular Meeting (04-13-2015)

Selectmen Present:                Suzan Rudnicki, Joseph Pelletier, Earlyn Bowers and Douglas Small

Absent:                                   John Luce

Town Manager:                    Tom Richmond

Guests Present:                      Lt. Sean Hashey of the Maine State Police, Glennis McSorley and Toby Pelletier 

7:30 PM: Suzan Rudnicki called the meeting to order.

MINUTES:  Voting on the minutes of April 6, 2015 was tabled as there were not enough members present who attended that meeting. 

NEW BUSINESS:   

Lt Sean Hashey (Maine State Police):  Lt. Sean Hashey said he stopped by to talk about the pileup on the interstate on February 25, 2015.  Lt. Hashey stated Carmel had more fire  fighters on the scene than any other fire department, and wanted to commend them and  Fire Chief Ryan Simpson for how well they worked with other fire fighters and State  Troopers.  Lt. Hashey said Chief Simpson was also very helpful with Lt. Hashey's 'after-   action' report, with emails and phone calls, etc.

ROAD COMMISSIONER/TAX COLLECTOR/TOWN MANAGER REPORT: 

  1. Town Manager Tom Richmond stated he is starting to work on road projects for this year, and probably will have Willie Dunton and Thomas Benecke come back to work next week. Joe Pelletier said the corner at Irish Road and Route 2 should be straightened, and Tom said he would take a look at it tomorrow. 

  2. Tom said he spoke with Randy Gardner of Gardner Construction today, and has ordered some patch for $19.50 a yard. 

 3.  Tom said were scheduled to have the chipper today for trees and brush, but he cancelled it for various reasons, including the fact that there is still snow in some of the ditches. 

 4.  There was discussion on road sweeping.  Doug Small stated the sweeper was on Fuller and Hayward Roads today; they were not using water, and it was very dusty.  Tom said he had Tim Richardson do some sweeping for us, but will be have Willie and Thomas do the rest, and our water trailer is ready for when we start sweeping. 

NEW BUSINESS: 

One-Ton Truck Body:  Tom let the Board know we have had an offer of $500.00 for the old  truck body.  After discussion, it was decided Tom would ask if anyone at the garage that is putting on the new body knows if that is a fair price. 

Appointments:  Suzan Rudnicki made a motion to appoint Julia Pike as Registrar of Voters, E-  911 Director and Sexton for the Town of Carmel for the ensuing year.  Earlyn Bowers      seconded.  Four voted in favor.

Suzan Rudnicki made a motion to appoint Leslie Jean Taylor as Animal Control Officer for the Town of Carmel for the ensuing year.  Earlyn Bowers seconded.  Four voted in favor.

Suzan Rudnicki made a motion to appoint Robert J. Duplisea, Jr. as assessor for the Town of Carmel for the ensuing year.  Earlyn Bowers seconded.  Four voted in favor. 

Suzan Rudnicki made a motion to appoint Aaron L. Hawes Sr. as Recreation Director for the Town of Carmel for the ensuing year.  Doug Small seconded.  Four voted in favor. 

Suzan Rudnicki made a motion to appoint Timothy Schoppe as Plumbing Inspector for the Town of Carmel for the ensuing year.  Earlyn Bowers seconded.  Four voted in favor. 

Code Enforcement Officer Position:  Earlyn Bowers said he knows he can't be Code Enforcement Officer as well as Selectman, but asked the Board to consider appointing him as  Assistant Code Enforcement Officer so he would be able to take some of the  courses and work with the code enforcement officer and Planning Board.  He would not  expect any pay for this position.  Selectmen decided to wait until after they have  appointed a code enforcement officer before acting on Earlyn's request. 

WARRANT:  Earlyn Bowers made a motion to accept the Full-time fireman’s payroll warrant of April 13, 2015 in the amount of $828.07.  Joe Pelletier seconded.  Four voted in favor. 

WARRANT:  Earlyn Bowers made a motion to accept the payroll warrant of April 13, 2015 in the amount of $3,633.81.  Joe Pelletier seconded.  Four voted in favor.

WARRANT:  Earlyn Bowers made a motion to accept the accounts payable warrant of April 13, 2015 in the amount of $6,799.39.  Joe Pelletier seconded.  Four voted in favor. 

EXECUTIVE SESSION:  Suzan Rudnicki made a motion to go into executive session pursuant to 1MRSA §405(6)(A) to conduct interviews for the code enforcement officer position.  Earlyn Bowers seconded.  Four voted in favor.  Selectmen went into executive session at 8:05 pm.  Selectmen reconvened in regular session at 8:55 pm.  No action taken, informational only. 

Suzan Rudnicki made a motion to appoint Kevin Howell as Code Enforcement Officer for the Town of Carmel for the ensuing year.  Joe Pelletier seconded.  Four voted in favor. 

ADJOURNMENT:   Suzan Rudnicki made a motion to adjourn.  Earlyn Bowers seconded. Four voted in favor. Meeting adjourn
