7:30 PM: Suzan Rudnicki called the meeting to order.
MINUTES: John Luce made a motion to accept the minutes of November 4, 2019 as written Douglas Small seconded. Three voted in favor.
NEW BUSINESS:
Roadside Mowing Contract: John Luce made a motion to approve the three-year contract with Aggressive Cuts LLC for roadside mowing through 2022. Doug Small seconded. Three voted in favor.
MRC Annual Election: Kevin let the Board know there are three openings for Municipal Review Committee, with three people running. John Luce made a motion to authorize the Town Manager to cast the vote. Doug Small seconded. Three voted in favor.
Public Hearing for Junkyard Permit Renewals: The Town Manager recommended December 9, 2019 as the date for junkyard permit renewals. John Luce made a motion to set December 9, 2019 as the date for a public hearing for junkyard permits. Doug Small seconded. Three voted in favor.
Quitclaim Deed Mildred Dunham: John Luce made a motion to sell the mobile home at 852 Hampden Road back to Mildred Dunham. Douglas Small seconded. Three voted in favor.
Dunham Junkyard: John Luce asked about the progress on Stephen Dunham’s junkyard. Kevin said the next step in the process is to wait for a court date.
TOWN MGR/TAX COLLECTOR/CODE ENF OFFICER/RD COMM. REPORT:
- The Town Manager stated he had culverts on Hinckley Hill and Murray Roads cleared of significant storm debris that was causing blockage of water flow.
- Kevin said the Town Office was included in the first-graders tour of the town this year, and it was a great success. The children were very interested, especially in the Selectmen’s meeting room, and asked lots of questions.
- The Town Manager suggested having the next election in November in the fire station bays. Kevin said he believes he can set it up in a more accessible manner. Selectmen had no objections.
- John Luce asked if there was anything new on the municipal solar power project. Kevin said they still have not found an investor; the only option right now would be for us to buy it. Kevin said he would do some research on purchasing it rather than entering into a power purchase agreement.
- Kevin let Selectmen know the transition to a single container for trash & recycling has gone smoothly, and said he will try to arrange a tour of the facility for Selectmen and office staff who would be interested in going.
- John Luce asked how the ambulance billing is going. Kevin said it is going very well, with revenues over what we had budgeted.
WARRANT: John Luce made a motion to accept the payroll warrant of November 12, 2019 in the amount of $5,020.49. Doug Small seconded. Three voted in favor.
WARRANT: John Luce made a motion to accept the payroll warrant of November 18, 2019 in the amount of $4,527.54. Doug Small seconded. Three voted in favor.
WARRANT: John Luce made a motion to accept the accounts payable warrant of November 18, 2019 in the amount of $179,281.93. Doug Small seconded. Three voted in favor.
