Regular Meeting (06-17-2019)

Selectmen Present:                Douglas Small, John Luce, Jared Fitts and Isaac Raymond

7:30 PM:  John Luce called the meeting to order.

MINUTES:  Jared Fitts made a motion to accept the minutes of June 3, 2019 as written. Douglas Small seconded.  Three voted in favor.  Isaac Raymond abstained as he was not present/on the Board for that meeting.

 

NEW BUSINESS:

 

Special Election Results:  Town Manager Kevin Howell recapped the results of the June 11th election:  for the Selectman position Isaac Raymond received 42 votes; Gregory Pooler received 28 votes.  The school budget passed in Carmel by a vote of 37 yes to 33 no.

 

Municipal Solar Project (Letter of Intent):  Kevin said he reviewed the letter of intent from Revision Energy.  Signing the letter of intent for Revision Energy to start engineering would not obligate us to go with solar power.  If we do sign it and decide to go with solar power within twelve months after signing, we would have to go with Revision Energy.  The only consequence as far as cost is that if we decided to go with another company, Revision Energy would need to be reimbursed for their costs.  After discussion, John Luce made a motion to move forward with the solar project and authorize the Town Manager to sign the letter of intent with Revision Energy.  Jared Fitts seconded.  Four voted in favor.

 

Speed Survey on Beaver Creek Road:  Kevin said he had gotten complaints from residents on Beaver Creek Road regarding excessive speed, and he asked D.O.T. to do a speed survey on that road.  There is a process they have to go through before changing a speed limit.  They have completed the field work and are recommending 25 mph.

 

LED Street Lights:  Kevin let the Board know the new LED street lights he requested to be installed at the Fuller/Irish Road intersection and the entrance of the town landing have been installed.

 

Tax-Acquired Property:  The Town Manager provided a notice of sale of tax acquired properties for Selectmen to review.  After reviewing, Kevin stated he will post the notice around town and on the website and facebook, with July 29th as the deadline to submit bids.

 

Town Garage Repairs:  Kevin stated D.O.T. approved the opening permit for the town garage in the village and said he has gotten an estimate from Christopher Wiggin for strapping, siding, metal roofing, windows and doors.  Kevin asked the Board if they wanted to go with the estimate or if they would prefer to put it out to bid.  Doug Small made a motion to put it out to bid.  John Luce seconded.  Four voted in favor.

 

Additional Paving:  Kevin said the paving bid came in lower than expected, so there are enough funds to do some extra paving, including the section of Bemis Road that was damaged during a late winter storm plowing.  Selectmen had no objections to having the extra paving done.

 

Town Car Disposition:  There was discussion about how to dispose of the Town’s Honda Element as the new truck will be here soon.  Selectmen decided to advertise it for a reasonable amount or best offer.

 

Deputy ACO:  Kevin let Selectmen know he has engaged Crystal Nichols as a deputy animal control officer to cover for us when Jean Treadwell is unavailable.

 

WARRANT:  Jared Fitts made a motion to accept the payroll warrant of June 10, 2019 in the amount of $5,568.00.  Doug Small seconded.  Four voted in favor.

WARRANT:  Jared Fitts made a motion to accept the payroll warrant of June 17, 2019 in the amount of $5,233.52.  Doug Small seconded.  Four voted in favor

WARRANT:  Jared Fitts made a motion to accept the accounts payable warrant of June 17, 2019 in the amount of $224,374.56.  Isaac Raymond seconded.  Four voted in favor.

 

OTHER BUSINESS:

 

Town Landing:  John Luce asked how the work on the town landing is coming.  Kevin said everything is onsite and we are just waiting for the water to go down enough to be able to finish the work.

 

Rec Field:  John Luce asked how the walking trail at the rec field is.  Kevin said the walking trail is in good condition, but there has been some vandalism at the recreation area.  The library’s story boards were destroyed and spray paint damage was done to other items.  Deputy Jon Carson has an idea who was involved and is waiting to find the family at home to set up restitution.  The Rec Director has also witnessed kids using foul language and littering.
