Regular Meeting (09-30-2019)

Selectmen Present:                Suzan Rudnicki, Jared Fitts, Douglas Small, John and Luce Isaac Raymond

7:30 PM:  Suzan Rudnicki called the meeting to order.

 

NEW BUSINESS:

 

General Assistance Ordinance Public Hearing:  Suzan Rudnicki opened the General Assistance Ordinance hearing.  The Town Manager explained that each year we adopt the MMA Model G.A. Ordinance with updates.  After discussion with the floor, Suzan Rudnicki closed the hearing.  John Luce made a motion to adopt the General Assistance Ordinance with changes for October 1, 2019 through September 30, 2020.  Jared Fitts seconded.  Five voted in favor.

 

MINUTES:  John Luce made a motion to accept the minutes of September 9, 2019 as amended. Douglas Small seconded.  Three voted in favor.  Sue Rudnicki and Jared Fitts abstained as they were not present for that meeting.

 

MINUTES:  John Luce made a motion to accept the minutes of September 16, 2019 as written. Douglas Small seconded.  Four voted in favor.  Isaac Raymond abstained as he was not present for that meeting.

 

NEW BUSINESS:

 

Greg Earley – New England Communications:  The Town Manager explained that if the town was to lose all its files, whether by natural disaster or virus, we currently have no means to recover them and asked Selectmen to consider purchasing a backup appliance.

 

Greg Earley of New England Communications gave a whiteboard presentation of how the Barracuda 290 works, which is a backup appliance that would automatically backup all our files to one central machine and send them to a secure location offsite as well.  The startup cost would be approximately $2,000.00 to purchase the Barracuda 290 plus subscription costs, with yearly subscription costs of approximately $1,800.00.

 

John Luce made a motion to purchase the Barracuda 290 with the yearly subscriptions.  Jared Fitts seconded.  Five voted in favor.

 

Snowplowing Contract:  John Luce made a motion to authorize the town manager to sign the snowplowing contract with R&R Lumber for $174,000.00 for the 2019 to 2020 snowplowing season.  Jared Fitts seconded.  Five voted in favor.

 

School Repairs:  Kevin said he attended the RSU 87 Board of Directors meeting, and there was discussion regarding the proposed upgrades to Carmel’s elementary and middle schools.  The Superintendent’s office had hired a consulting firm to go over the buildings to see what they need.

 

Old Fire Station:  Kevin said he would like to open the floor drain at the old fire station, get it connected to the catch basin and also take the boiler room off.  Selectmen had no objections.    Kevin suggested hiring R&R Lumber to do the work.  John Luce made a motion to authorize the town manager to have the work done.  Isaac Raymond seconded.  Five voted in favor.

 

WARRANT:  John Luce made a motion to accept the payroll warrant of September 23, 2019 in the amount of $5,254.28.  Isaac Raymond seconded.  Five voted in favor.

WARRANT:  John Luce made a motion to accept the payroll warrant of September 30, 2019 in the amount of $5,683.12.  Isaac Raymond seconded.  Five voted in favor.

WARRANT:  John Luce made a motion to accept the accounts payable warrant of September 30, 2019 in the amount of $389,338.78.  Isaac Raymond seconded.  Five voted in favor.

 

ADJOURNMENT:  Suzan Rudnicki made a motion to adjourn.  Doug Small seconded. Five voted in favor.  Meeting adjourned at 8:40 pm.
