Regular Meeting (07-25-2016)

Selectmen Present:                Suzan Rudnicki, Douglas Small, Earlyn Bowers, John Luce and Jared Fitts

7:30PM:  Suzan Rudnicki called the meeting to order.

 

MINUTES:  Douglas Small made a motion to accept the minutes of July 18, 2016 as written. John Luce seconded.  Five voted in favor.

 

TOWN MGR/TAX COLLECTOR/CODE ENF OFFICER/RD COMM.REPORT:

 

            1.   Kevin Howell gave Selectmen a copy of the writ of execution for Stephen Dunham.

 

            2.   Kevin let the Board know Sheriff Troy Morton and Deputy Chief William Sheehan were in today and said they are swapping Deputy Kari Kurth for the deputy from Milford.  After discussion, Selectmen asked to have Deputy Kurth come to next week's meeting to let them know if she is in favor of the move.

 

            3.   Kevin said the slab for the town garage was poured last week, and it came out really well.  He had stopped in to check on it Thursday morning and they had only put half the re-bar in due to miscommunication, and they did correct it.

 

            4.   There was discussion about the paving projects.  Kevin said he had a pre-paving meeting this morning; Dyer Road grinding will start on Monday and paving on Wednesday.

 

            5.   The Town Manager showed the Board pictures of a stone damaged in Highland Cemetery, and said he believes it was damaged by the cemetery mower.  Kevin said their contract states they are liable for any damage and he will call him tomorrow about the stone damage and about the quality of the mowing.  Earlyn Bowers said fiberglass pins will hold up better, and he can look into ordering some for us if we need them.

 

            6.   Kevin said last week's storms caused a lot of damage for two property owners on Island Way, with at least forty trees uprooted.

  

OLD BUSINESS: 

 

PERC vs MRC:  There was discussion on the decision of whether to go with Penobscot Energy Recovery Company or Municipal Review Company (Fiberight) for trash disposal.  No action taken.

 

Cable Franchise Agreement:  There was discussion regarding our cable franchise agreement as our most current one expired in 2003.  Kevin said he would look into putting together a    new contract.

 

NEW BUSINESS:

 

Facebook Page:  Kevin asked if Selectmen approved him starting creating an official Town of Carmel facebook page.  After discussion, John Luce made a motion to allow Kevin to do that.  Earlyn Bowers seconded.  Five voted in favor.

 

Town Manager's Contract:  The Selectmen and Interim Town Manager Kevin Howell went over the six-month Town Manager Contract.  John Luce made a motion to sign the employment agreement with Kevin Howell.  Jared Fitts seconded.  Five voted in favor.

 

Mutual Aid Agreement:  Kevin Howell asked how the fire department mutual agreements work.  Doug Small said the Fire Department would have our agreement.

 

EXECUTIVE SESSION:  Suzan Rudnicki made a motion to go into executive session pursuant to 1MRSA § 405(6A) to discuss a personnel matter.  Jared Fitts seconded.  Five voted in favor.  Selectmen went into executive session at 8:26 pm.  Selectmen reconvened in regular session at 9:04 pm.  No action taken, informational only.

 

Julia Pike Comp Time:  John Luce made a motion to pay Julia Pike's back comp time of 41.15 hours at her current pay rate.  Earlyn Bowers seconded.  Four voted in favor.  Suzan Rudnicki abstained.

 

OLD BUSINESS:

 

Policy & Procedures Manual:  Kevin Howell asked if he could have a week to look it over. Selectmen had no objections.

 

OTHER BUSINESS:

 

Carmel Days Signs:  Myron Frith (member of Golden Harvest Grange) offered to make signs to place around town to inform people about Carmel Days.  There was discussion about signs and whether anyone in town has any already made.  It was suggested that Mr. Frithcontact Rec Director Aaron Hawes, as the Rec Committee is in charge of putting together Carmel Days.

 

PERC vs MRC:  Kevin let the Board know he plans on going to Municipal Review Committee's board meeting on Wednesday, and said the plant manager from Penobscot Energy Recovery Company will be there.

 

Bank Signer Authorization:  Earlyn Bowers made a motion to allow Kevin Howell to be an authorized signer with our bank.  Jared Fitts seconded.  Five voted in favor.

 

WARRANT: John Luce made a motion to accept the full-time fireman’s payroll warrant of July 25, 2016 in the amount of $878.49.  Doug Small seconded.  Five voted in favor.

WARRANT: John Luce made a motion to accept the payroll warrant of July 25, 2016 in the amount of $4,867.96.  Doug Small seconded.  Five voted in favor.

WARRANT: John Luce made a motion to accept the accounts payable warrant of July 25, 2016 in the amount of $14,294.07.  Doug Small seconded.  Five voted in favor.

 

 ADJOURNMENT:  Douglas Small made a motion to adjourn.  Earlyn Bowers seconded. Five voted in favor.  Meeting adjourned at 9:26 pm.
