Regular Meeting (06-27-2016)

Selectmen Present:                Douglas Small, Earlyn Bowers, John Luce and Jared Fitts

Guests Present:                     Karen Fussell of Municipal Review Committee, Lloyd Hopkins of Hopkins Paving, Hermon Town Manager Roger Raymond, Dave West of B&B Paving, Glennis McSorley, Code Enforcement Officer/Interim Road Commissioner Kevin Howell, Toby Pelletier, Deputy Kari Kurth, and Matt Casey of Lane Construction Co.

7:30PM:  Earlyn Bowers called the meeting to order.

 

NEW BUSINESS:

 

Open Paving Bids:  Selectmen received the following bids for the 2016 paving work:

Lane Construction                                                        180,915.00

Pike Industries                                                              281,749.00

 

After discussion, Doug Small made a motion to accept Hopkins Landscaping's bid of $154,511.00.  Jared Fitts seconded.  Four voted in favor.

 

MINUTES:  John Luce made a motion to accept the minutes of June 20, 2016 as written.  Jared Fitts seconded.  Four voted in favor.

 

NEW BUSINESS:

 

PERC vs MRC Discussion:  There was discussion between Roger Raymond, Karen Fussell and the Board on the pros and cons of going with Penobscot Energy Recovery Co or    Municipal Review Committee (Fiberight) for municipal solid waste disposal.

 

TOWN MANAGER/TAX COLLECTOR REPORT:  Julia Pike gave a brief update on cemeteries, including mowing complaints and missing (now found) headstones.

 

CODE ENFORCEMENT OFFICER/ROAD COMMISSIONER REPORT:

  1. Kevin Howell reported that Stephen Dunham said he will have his junkyard cleaned up by Wednesday, June 29, 2016.

 

OLD BUSINESS: 

 

Policy and Procedures Manual:  Earlyn said he is still working on the manual and asked if the other Selectmen to go over the manual and leave their suggested changes for him.

 

WARRANT: John Luce made a motion to accept the full-time fireman’s payroll warrant of June 27, 2016 in the amount of $878.49.  Doug Small seconded.  Four voted in favor.

WARRANT: John Luce made a motion to accept the payroll warrant of June 27, 2016 in the amount of $4,783.47.  Doug Small seconded.  Four voted in favor.

WARRANT: John Luce made a motion to accept the accounts payable warrant of June 27, 2016 in the amount of $14,255.89.  Doug Small seconded.  Four voted in favor.
