7:30PM: Earlyn Bowers called the meeting to order.
MINUTES: Voting on the minutes of September 26, 2016 was tabled as there were not enough members present who attended that meeting.
TOWN MGR/TAX COLLECTOR/CODE ENF OFFICER/RD COMM.REPORT:
1. Kevin Howell said Deputy Ray Goodspeed was injured in an incident in South Slope Estates and is on medical leave right now day to day. Doug asked if anyone is covering us during Ray's absence, or if they will credit us on our contract payment. Kevin said he will call the sheriff tomorrow to find out.
2. The Town Manager said he has been to two election trainings offered by Maine Municipal Association. He had the first weekly meeting with the elections staff to get updates and make sure everything is in order for the November 8th general election.
3. Kevin let the Board know we had our rabies clinic on Saturday, and it went well with 41 animals attending.
4. Kevin gave the Board an update on Planning Board activities, and said they voted unanimously to change the Land Use/Zoning Ordinance to make minimum lot size 1.5 acres and 150 feet frontage for the whole town, which will have to be voted on at Town Meeting. The Planning Board also voted to add the proposed adoption of a Flood Plain Management Ordinance to the town warrant.
5. Kevin said he would like to set November 28, 2016 as the date for the annual junkyard hearing. Selectmen had no objections.
NEW BUSINESS:
2017 Budget: Kevin said he had an introductory meeting with the Budget Committee last week, and will be presenting preliminary budget figures to Selectmen within the next few weeks.
Rec Director Position: Kevin let the Board know he met with Michelle Thayer, the Rec Director from Hermon, and will be meeting with Aaron Hawes to go over the Rec. Director job description. Kevin said he has already received three applications, and will be officially posting the job opening this week and holding interviews in November.
Public Water System/Sewer System: The Town Manager explained that currently there is no water contamination, but there is potential for there to be issues in the future because of all the non-conforming lots in the village and as older septic systems begin to fail. Kevin said he spoke with Kristen of the Maine Rural Water Commission and she would be happy to come to a meeting to explain the process of setting up a public water/sewer system. Selectmen had no objections to having someone come in to explain it before making any commitments.
Procedure Manual: Kevin gave Selectmen copies of a proposed procedure manual to look over and discuss it at a later date.
Fire Department Regulations: Kevin said he finally received a copy of the Fire & Rescue Standard Operating Guidelines and Regulations.
Ambulance Policy: Kevin stated the Fire Department Policy does not discuss where Carmel's ambulance can and cannot go, and asked if the Board would rather add such a policy to the existing manual or create an individual policy/ordinance to cover it. After discussion, Doulas Small suggested having a separate policy, and then asking the Fire Department to review it and come in with their input.
WARRANT: Jared Fitts made a motion to accept the payroll warrant of October 3, 2016 in the amount of $5,049.76. Doug Small seconded. Three voted in favor.
WARRANT: Jared Fitts made a motion to accept the accounts payable warrant of October 3, 2016 in the amount of $150,017.90. Doug Small seconded. Three voted in favor.
WARRANT: Jared Fitts made a motion to accept the payroll warrant of October 11, 2016 in the amount of $5,123.81. Doug Small seconded. Three voted in favor.
WARRANT: Jared Fitts made a motion to accept the payroll warrant of October 17, 2016 in the amount of $5,098.75. Doug Small seconded. Three voted in favor.
WARRANT: Jared Fitts made a motion to accept the accounts payable warrant of October 17, 2016 in the amount of $43,638.58. Doug Small seconded. Three voted in favor.
