Regular Meeting (11-14-2016)

7:30PM: Suzan Rudnicki called the meeting to order.
MINUTES: Voting on the minutes of September 26, 2016 was tabled as there were not enough members present who attended that meeting.
Voting on the minutes of October 31, 2016 was tabled as there were not enough members present who attended that meeting.
TOWN MGR/TAX COLLECTOR/CODE ENF OFFICER/RD COMM.REPORT:
1. Town Manager Kevin Howell let the Board know we took the skid steer back last week, and are wrapping up the season.
2. The Town Manager said the prep work and ditching on Damascus Road is done.
3. Kevin stated a car accident on Cook Road had damaged some guardrail; C.A.
Newcomb fixed it at a cost of $1,375.00. Kevin asked if Selectmen would like him to
go after damages from the insurance company, and Selectmen agreed he should try.
4. Kevin said he would like to include a 'Meet with Selectmen' section in the newsletter,
and would like to interview one Selectman per quarter for any Selectmen who are
willing to do it. Selectmen present had no objections.
5. There was discussion regarding the November 8th election; Kevin said we had a
record voter turnout and gave Carmel's election results.
6. Kevin said our 'Trunk or Treat' went very well with 350 to 400 children attending,
and he looks forward to doing it again next year.
7. The Selectmen and Town Manager went over the items in this week's packet,
including the Sheriff's log, the ambulance log and the sale of the old fire truck for
$7,000.00.
8. Kevin said he will put up the Town Office Christmas tree sometime after the library
has its tree lighting. Kevin said he spoke with Principal Candy Devlin, and they will
have every child at the elementary school make an ornament and walk them down
throughout the day to decorate it. We will tag every ornament with the child's name
so they can have their ornaments back to take home, and Kim Davis is picking up the
supplies to make each child a reindeer candy cane.
NEW BUSINESS:
2017 Budget: Kevin stated he will have his first formal meeting with the Budget Committee on Thursday. The Selectmen and Town Manager went over the proposed 2017 budget, which has an overall decrease of $63,000.
Selectmen asked Kevin to have someone from the library come to the next Selectmen's meeting to discuss their budget.
Rec Director Position: There was discussion about the Rec Director position; Kevin stated he had one interview today and has three other applicants.
2017 Paving: Kevin let Selectmen know he has gotten paving estimates for next year. There was discussion of proposed paving projects and other road projects, including work at the Rec fields.
EXECUTIVE SESSION: Sue Rudnicki made a motion to go into executive session pursuant to 1MRSA § 405(6)(A) to discuss a personnel matter. Doug Small seconded. Three voted in favor. Selectmen went into executive session at 8:25 pm. Selectmen reconvened in regular session at 8:32 pm. No action taken, informational only.
WARRANT: Jared Fitts made a motion to accept the payroll warrant of November 7, 2016 in the amount of $5,291.59. Doug Small seconded. Three voted in favor.
WARRANT: Jared Fitts made a motion to accept the accounts payable warrant of November 9, 2016 in the amount of $148,939.78. Doug Small seconded. Three voted in favor.
WARRANT: Jared Fitts made a motion to accept the payroll warrant of November 14, 2016 in the amount of $5,642.84. Doug Small seconded. Three voted in favor.
WARRANT: Jared Fitts made a motion to accept the accounts payable warrant of November 14, 2016 in the amount of $30,854.49. Doug Small seconded. Three voted in favor.
