Regular Meeting (07-11-2016)
Selectmen Present: Suzan Rudnicki, Douglas Small, Earlyn Bowers, John Luce and Jared Fitts

Guests Present: Fire Chief Ryan Simpson, Lieutenant Darren Corriveau, Code Enforcement Officer/Interim Road Commissioner Kevin Howell, Glennis McSorley and Toby Pelletier
7:30PM: Suzan Rudnicki called the meeting to order.
MINUTES: John Luce made a motion to accept the minutes of June 27, 2016 as written. Jared Fitts seconded. Four voted in favor. Suzan Rudnicki abstained as she was not present for that meeting.
OLD BUSINESS:
Old Fire Truck: Sue Rudnicki asked Fire Chief Ryan Simpson if there was any news regarding the sale of the old fire truck. Ryan said he has someone looking at it, and Ryan told him we wouldn't take less than $15,000.00 for it.
Fire Department Entry Code: John Luce said he had asked to be let into the fire station a couple of weeks ago, but no one in the Town Office had the code to get into the fire station. Ryan asked to go into executive session because it was a personnel issue.
EXECUTIVE SESSION: Sue Rudnicki made a motion to go into executive session pursuant to 1MRSA § 405(6A) to discuss a personnel matter. John Luce seconded. Five voted in favor. Selectmen went into executive session at 7:34 pm. Selectmen reconvened in regular session at 8:07 pm. No action taken, informational only.
CODE ENFORCEMENT OFFICER/ROAD COMMISSIONER REPORT:
- Kevin Howell said Stephen Dunham has cleaned everything up himself, and showed Selectmen before and after pictures.
- Kevin stated he has had a complaint that the Harvey residence at 40 Hampden Road is a dangerous building. Kevin said there are different rules for handling the situation depending on whether it is in imminent danger of falling down. Selectmen suggested first contacting the owner to see what he is going to do with it, and then getting something in writing from the owner if no action is taken within a reasonable time.
- John Luce asked what the Planning Board has done regarding the 1.5 acre lot size change. Kevin said they are still thinking about it, as they had not expected Selectmen to suggest making the change town-wide.
NEW BUSINESS:
MMA Issues Survey: Selectmen received the survey individually in the mail; no action
MMA Voting Ballot: Selectmen signed the Maine Municipal Association voting ballot, voting for the proposed candidates on the ballot.

Selectmen went into executive session at 8:26 pm. Selectmen reconvened in regular session at 9:30 pm. No action taken, informational only.
WARRANT: John Luce made a motion to accept the full-time fireman’s payroll warrant of July 5, 2016 in the amount of $878.49. Doug Small seconded. Five voted in favor.
WARRANT: John Luce made a motion to accept the payroll warrant of July 5, 2016 in the amount of $4,866.39. Doug Small seconded. Five voted in favor.
WARRANT: John Luce made a motion to accept the full-time fireman’s payroll warrant of July 11, 2016 in the amount of $878.49. Doug Small seconded. Five voted in favor.
WARRANT: John Luce made a motion to accept the payroll warrant of July 11, 2016 in the amount of $4,465.24. Doug Small seconded. Five voted in favor.
WARRANT: John Luce made a motion to accept the accounts payable warrant of July 11, 2016 in the amount of $50,177.79. Doug Small seconded. Five voted in favor.
OTHER BUSINESS:
Bank Account Authorization: Suzan Rudnicki made a motion to have Coreen Sylvester type a letter to the bank stating she (Coreen) is allowed to be on the bank account, with permission from the Board of Selectmen. Earlyn Bowers seconded. Five voted in favor. Earlyn said Tom Richmond is supposed to call the bank to take care of it.
PERC vs MRC Discussion: Earlyn Bowers asked which direction the Board wants to take for trash disposal, Penobscot Energy Recovery Company or Municipal Review Company (Fiberight). Earlyn asked if we should have a representative from one company come in to talk to us one week and someone from the other company come to a meeting the following week. Doug Small said the Town of Hermon went through that procedure, and he like their vote. Earlyn said he did, too. John Luce said we should not do it any sooner than we have to. Earlyn said there is a procedure we would have to follow, and he would contact PERC and let them know we would want the same contract as Hermon has. John Luce asked if we have paid an attorney for anything to do with this matter. Coreen said she didn't think we have paid any attorney other than Bernstein Shur Sawyer & Nelson for the junkyard matter.
Town Manager Leave of Absense: Suzan Rudnicki read a letter from Town Manager Tom Richmond requesting a medical leave of absence, per his contract, from April 5, 2016 through April 1, 2017. Sue stated that when she talked to Tom recently, he told her his doctor had advised him to write the letter for insurance purposes. Selectmen decided to have Sue ask Tom whether he requires a response to the letter.
ADJOURNMENT: Sue Rudnicki made a motion to adjourn. John Luce seconded. Five voted in favor. Meeting adjourned at 9:55 pm.
