Guests Present: Fire Chief Ryan Simpson, Fireman Darren Corriveau, Deputy Kari Kurth and Caravel Chess Team representatives Una Purvis, Kristen Cahill-Bailey, Devyn Robinson, Lea Robinson, Jordyn Robinson, Robina Hartt, LouAnne Shaw, Stephanie Partridge, Daegan Purvis, Ethan Bailey, Liana Shaw and Reagan Partridge
7:30PM: Earlyn Bowers called the meeting to order.
MINUTES: John Luce made a motion to accept the minutes of February 22, 2016 as written. Jared Fitts seconded. Three voted in favor. Jared Fitts abstained as he was not present for that meeting.
MINUTES: John Luce made a motion to accept the minutes of March 7, 2016 as written. Jared Fitts seconded. Three voted in favor. Doug Small abstained as he was not present for that meeting.
NEW BUSINESS:
New Ambulance: There was discussion with Ryan Simpson and Darren Corriveau, and Ryan said they were going to try to buy a ‘demo’ (already built) ambulance because a custom-made one would take twelve to thirteen months. Ryan stated he plans on going to Pennsylvania this week to look at one; he said he called the Better Business Bureau and other fire departments who have purchased from this company, and got good references. Ryan said he would need to bring a minimum deposit of $40,000.00 with him in case he wants to buy it, then he can drive it back.
John Luce made a motion to give Ryan Simpson permission to do this, as long as he gets something in writing for the $40,000.00 down payment, with a limit of $185,000.00 for the total price. If it is more than $185,000.00, he will have to come back to the Board. Jared Fitts seconded. Four voted in favor.
Tom’s Vacation: John Luce made a motion to accept Tom’s vacation time. Doug Small seconded. Four voted in favor.
Increase in School Budget: Tom let the Board know Superintendent John Backus dropped off paperwork the other day showing a decrease in state funding by approximately $135,000.00.
Caravel Chess Team Donation Request: The Caravel Chess Team won the State Championship and are invited to the National Championship in Indianapolis in April. They need to raise approximately $12,000.00 for the team to go, and have raised about $9,600.00 so far. They said the Town of Levant donated $500.00 and challenged the Town of Carmel to match it. Selectmen explained the Town of Carmel does not make charitable donations because they believe it should be up to individuals to decide if they want to make contributions. Selectmen did ask the group to leave information so they could donate individually.
Solid Waste: There was discussion regarding who to go with for solid waste disposal. After discussion, the Town Manager recommended waiting until we have more information
Policies and Procedures Manual and Personnel Policy: Doug Small stated he would like to have a workshop soon to go over the town’s personnel policy and policies and procedures manual. Selectmen decided to schedule it with next week’s meeting on April 4th.
WARRANT: John Luce made a motion to accept the full-time fireman’s payroll warrant of March 14, 2016 in the amount of $878.49. Jared Fitts seconded. Four voted in favor.
WARRANT: John Luce made a motion to accept the payroll warrant of March 14, 2016 in the amount of $3,937.70. Jared Fitts seconded. Four voted in favor.
WARRANT: John Luce made a motion to accept the accounts payable warrant of March 16, 2016 in the amount of $18,631.44. Jared Fitts seconded. Four voted in favor.
WARRANT: John Luce made a motion to accept the full-time fireman’s payroll warrant of March 21, 2016 in the amount of $878.49. Jared Fitts seconded. Four voted in favor.
