Regular Meeting (08-01-2016)

Selectmen Present:                Suzan Rudnicki, Earlyn Bowers, John Luce and Jared Fitts

7:30PM:  Suzan Rudnicki called the meeting to order.

MINUTES:  John Luce made a motion to accept the minutes of July 25, 2016 as written. Earlyn Bowers seconded.  Four voted in favor.

 

TOWN MGR/TAX COLLECTOR/CODE ENF OFFICER/RD COMM.REPORT:

 

            1.   Kevin Howell said Deputy Kurth is on vacation and he will try to contact her this week.

 

            2.   The Selectmen and Town Manager went over the Time Warner Franchise Agreement Kevin received from Time Warner this week.  After discussion, John Luce made a motion to authorize the Town Manager to sign the agreement.  Earlyn Bowers seconded.  Four voted in favor.

 

OLD BUSINESS: 

 

PERC vs MRC:  There was discussion on the pros and cons of going with either Penobscot Energy Recovery Company or Municipal Review Company (Fiberight) for trash disposal after 2018.  Kevin stated he went to MRC's board meeting last week and the plant manager from PERC spoke.  PERC has been in operation for thirty years, tipping fees will be $84.36 per ton  and if we go with them we can wait until next town meeting to get approval from the town.  MRC is building a new plant, tipping fees will be $72.21 per ton, they have commitments for 105,000 tons and if we go with them we will need to have a special town meeting to get approval from the town.  Due to the previous Town Manager's severe medical event on April 4, 2016, Selectmen requested the Town Manager ask MRC for a temporary reprieve on the previously scheduled deadline of June 30, 2016 before they take a vote on the matter.

 

Town of Carmel Facebook Page:  Kevin let the Board know the official Town of Carmel facebook page is up and running, with 270 followers so far.

 

NEW BUSINESS:

 

Treasurer's Report:  The Town Manager gave a partial treasurer's report as of July 31, 2016.

 

Water Running from Village Market Across Road:  Suzan Rudnicki asked what is being done about the water running across the road from the Village Market.  Kevin said Department of Transportation has been called a few times and Kevin sent a certified letter to the owner.

 

OLD BUSINESS:

 

Policy and Procedures Manual:  Kevin said he spoke with someone at MMA and was told we should separate the parts of the manual into separate documents because the manual is so large. 

After discussion, Selectmen decided to work on one section at a time, starting with the personnel policy.

 

EXECUTIVE SESSION:  Suzan Rudnicki made a motion to go into executive session pursuant to 1MRSA § 405(6A) to discuss a personnel matter.  Jared Fitts seconded.  Four voted in favor.  Selectmen went into executive session at 8:45 pm.  Selectmen reconvened in regular session at 9:13 pm.  No action taken, informational only.

 

WARRANT: John Luce made a motion to accept the full-time fireman’s payroll warrant of August 1, 2016 in the amount of $878.49.  Earlyn Bowers seconded.  Four voted in favor.

WARRANT: John Luce made a motion to accept the payroll warrant of August 1, 2016 in the amount of $14,551.63.  Earlyn Bowers seconded.  Four voted in favor.

WARRANT: John Luce made a motion to accept the accounts payable warrant of August 1, 2016 in the amount of $20,251.50.  Earlyn Bowers seconded.  Four voted in favor.

 

OTHER BUSINESS:

 

Garage and Road Work:  John Luce asked when the Town Garage will be started.  Kevin said it would be started this week.  John asked if Kevin still anticipated having extra money in   the road account when the current projects are finished, and Kevin said he does.  There was discussion about other road projects that may be able to be done this year.

 

ADJOURNMENT:  Sue Rudnicki made a motion to adjourn.  Earlyn Bowers seconded. Four voted in favor.  Meeting adjourned at 9:30 pm.
