Regular Meeting (09-26-2016)

Selectmen Present:                John Luce, Douglas Small and Jared Fitts

7:30PM:  John Luce called the meeting to order.

MINUTES:  Doug Small made a motion to accept the minutes of September 19, 2016 as written. Jared Fitts seconded.  Three voted in favor.

 

TOWN MGR/TAX COLLECTOR/CODE ENF OFFICER/RD COMM.REPORT:

 

            1.   Kevin said the projected surplus is approximately $16,000.00 in the Public Works budget and $9,000.00 in new construction.  There was discussion regarding the following options for use of the funds:  let it lapse to surplus/carry it forward into the bridge reserve, use it towards hydrants for the fire department or have crack sealing  done on some of the roads.  The Board and the Town Manager discussed the various options, and Kevin said he would look further into the hydrant situation.

 

            2.   Kevin asked Doug Small what he would allow the Town to do on his property that is near Etna Pond, and Doug said he would want to see plans on paper first.  Kevin said he would make sure he would be able to get all the necessary permits and approvals, then put together a plan.

 

NEW BUSINESS:

 

General Assistance Ordinance Hearing:  John Luce made a motion to open the General Assistance Ordinance Hearing.  Doug Small seconded.  Three voted in favor.  John Luce asked if there was any discussion or objections.  The Town Manager explained that every year we have to adopt the new general assistance maximums.  Douglas Small made a motion to accept the amended General Assistance Ordinance for 2016-2017.  Jared Fitts seconded.  Three voted in favor.  John Luce closed the hearing and re-opened the regular meeting.

 

OLD BUSINESS:

 

Newsletter:  Kevin gave Selectmen a copy of the letter he wrote for the newsletter to introduce himself and asked if they approved.  Selectmen approved of the letter.

 

Municipal Review Committee (MRC) - Solid Waste Disposal:  Kevin said over the past several weeks he has stopped getting responses to his calls and emails to Greg Louder, the Chief Executive Officer for MRC.  Then last Monday he got an email saying there was a meeting scheduled for Friday, September 16th, and noticed Carmel was not on the agenda.  He emailed two MRC board members to find out what was going on.  Within minutes of emailing, he received emails from Cathy Conlow (City of Bangor manager) and Chip Reeves (Bar Harbor public works director) apologizing for Greg's lack of response; then Greg did call to apologize also.

 

John Luce said he hasn't seen any construction going on in Hampden, and asked if they    were still going ahead with it.  Kevin said MRC has been having many executive  meetings to get the construction going.

 

Old Fire Truck:  Kevin said he has spoken with a person who buys old fire trucks who is interested in making an offer for our old fire truck.  Kevin asked if Selectmen have a price they want to get for the truck.  Doug Small suggested leaving it up to Kevin, but come back to the Board if he feels the offer is too low.

 

Meetings:  Kevin said he doesn't plan on having a Selectmen's meeting next week unless something comes up, but there is a Planning Board meeting scheduled.  Kevin said the Planning Board will be talking about instituting a flood plain management ordinance.  Kevin said the ordinance would only affect properties within the flood zones (we only have two flood zones in Carmel), but it would allow all residents to purchase flood   insurance if they choose.

 

Carmel Fire and Rescue Policy & Procedure Guidelines:  The Town Manager said the Fire Chief still has not given him a copy of the Fire and Rescue Policy & Procedure Guidelines. Doug Small asked what steps Kevin will take if Ryan never gets the policy to him.  Kevin said he has given several verbal and written requests, and he will make sure Ryan understands the chain of command, which is that the Fire Chief reports to the Town Manager and the Town Manager reports to the Board of Selectmen.  

 

WARRANT: John Luce made a motion to accept the payroll warrant of September 26, 2016 in the amount of $5,457.10.  Doug Small seconded.  Three voted in favor.

WARRANT: John Luce made a motion to accept the accounts payable warrant of September 26, 2016 in the amount of $162,197.59.  Jared Fitts seconded.  Three voted in favor.

 

ADJOURNMENT:  Doug Small made a motion to adjourn.  Jared Fitts seconded.  Three voted in favor.  Meeting adjourned at 8:31  pm.
