Regular Meeting (10-31-2016)

Selectmen Present:                Jared Fitts, Douglas Small, Earlyn Bowers

Absent:                                   Suzan Rudnicki and John Luce

Town Manager/CEO:           Kevin Howell

Guests Present:                     Glennis McSorley, Ryan Simpson, Ralph Shaw and Darren Corriveau

7:30PM:  Earlyn Bowers called the meeting to order.

MINUTES:  Jared Fitts made a motion to accept the minutes of October 17, 2016 as written. Doug Small seconded.  Three voted in favor.   

           

TOWN MGR/TAX COLLECTOR/CODE ENF OFFICER/RD COMM.REPORT:

 

Firetruck sold: Kevin advertised the retired Firetruck for sale and received two offers, one for $5,100.00 and the 2nd $7,000.00.  Kevin accepted the higher offer.  The Town did not have to pay any commission.

 

MRC Update:  Kevin attended a MRC meeting that was held in Hampden to ask the board for consideration of the Town of Carmel’s request for a reprieve on the deadline to qualify for full benefits as a joining member with the MRC/ Fiberight Program .The motion was approved 8 to 2 in favor of the Town of Carmel.

 

Certificate of Re-commitment: The Board of Selectmen signed the re commitment of taxes over to Kevin Howell for the current tax year.

 

OLD BUSINESS:

 

Recreation Director: The position has been officially posted for the Recreational Director. Four applications have come in. Kevin is hoping to have someone hired by the end of the month.

 

NEW BUSINESS:

 

BUDGET FOR 2017: Kevin will be meeting and presenting the new budget this month  to the Budget Committee.

 

EXECUTIVE SESSION:  Earlyn Bowers made a motion to go into executive session pursuant to 1MRSA § 405(6F) to discuss a confidential matter.  Jared Fitts seconded. Three voted in favor.  Selectmen went into executive session at 7:57 pm.  Selectmen reconvened in regular session at 8:08 pm.  No action taken, informational only.

 

OTHER BUSINESS: 

 

Fire Department: Ryan asked if he could purchase 3 bullet proof vest for the Ambulance. The total cost of the vests will be $1900.00. The Town does have the budget for it in the Ambulance account.  Jared made a motion to accept .  Doug seconded. Three voted in favor.

 

WARRANT: Jared Fitts made a motion to accept the payroll warrant of October 24,2016 in the amount of $4,997.56 Doug Small seconded. Three voted in favor.

WARRANT: Jared Fitts made a motion to accept the accounts payable warrant of October 28, 2016 in the amount of $260,782.32.  Doug Small seconded. Three voted in favor.

WARRANT: Jared Fitts made a motion to accept the payroll warrant of  October 31, 2016 in the amount of $5410.07 Doug Small seconded. Three voted in favor.

 

ADJOURNMENT:  Douglas Small made a motion to adjourn.  Jared Fitts seconded.  Four voted in favor.  Meeting adjourned at 8:32 pm.
